SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Position Adjustment Resolution No. 20543 to RECLASSIFY two (2) Forensic Toxicologist I (position #'s 3478, 2917 and
incumbents) to Criminalist I (6DWB); four (4) Forensic Toxicologist II (position #'s 10995, 3477, 3131, 3296 and incumbents) to
Criminalist II (6DVC); and three(3) Forensic Toxicologist III (position#'s 6974, 2531, 2943 and incumbents)to Criminalist III (EDTA) in
the Support Services Bureau-Forensic Services Division, Office of the Sheriff, as recommended by the Assistant County Administrator-
Director of Human Resources.
FISCAL IMPACT:
This action is one of four personnel transactions that make up the reorganization of the Office of the Sheriffs Forensic Services
Division which will result in a net County cost savings of$10,188.
BACKGROUND:
The Office of the Sheriff has been in discussions with Human Resources and two labor organizations regarding the restructuring of the
Forensics Division. The restructuring in part is based on the Grand Jury's findings and recommendations to respond to changing
technology and backlog concerns in the Forensics Division. In October 2007, the Criminalist (non-sworn) class series (l, II III) was
established. The civilian criminalist class series is now more uniformed for the three (3) different forensic disciplines, Criminology,
Toxicology and Fingerprint examination and now allows the department to begin hiring experienced criminalistic scientists to address
specific needs within their DNA, firearms and trace evidence units in order to respond to changing t chnol gy and addressing DNA
backlog concerns.

The conversion of the nine (9) existing Forensic Toxicologist to civilian Criminalists will give the Forensics Division both flexibility of
movement between disciplines and a larger pool of criminalistic scientists capable of responding to and processing crime scenes. This
essentially doubles the number of scientists who, once trained, will rotate through crime scene assignments allowing for better
efficiency and productivity. It also gives the Division the ability to allocate resources more effectively by cross-training and diverting
scientists into disciplines based on workload. Lastly, this restructure will better align the Division and is now in a position to address
current and future workload demands and expanding forensic technology.
The Human Resources Department and the two labor organizations affected by this restructure are in agreement with this action.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved,the Forensics Division's current organizational structure will be unable to neither support the demanding
and expanding forensic caseload, changing forensic technology, DNA backlog concerns nor address the recommendations as outlined
in the Grand Jury's report.
