APPROVE Resolution 2008/ to honor the AFSCME.Union, Local 2700, Arts and
Culture Commission of Contra Costa, Central Labor Council of Contra Costa
County AFL-CIO, Health Services Department, Employment & Human Services
Department, General Services Department, Public Employees Union Local #1, and
Public Works Department. (See attached Resolution 2008/

BACKGROUND/REASON FOR RECOMMENDATION
In 1994, the Board of Supervisors, in recognition of the life and work of Cesar E.
Chavez, began the Annual "Cesar E. Chavez Commemorative Celebration". The
above-named Departments and Organizations are being acknowledged for their
support and sponsorship for th%s year's event. The 2008 Cesar E. Chavez
Committee recommends that the Board approve the attached resolution to
recognize these Departments and Organizations for their support as we celebrate
the 15th Annual "Cesar E. Chavez Commemorative Celebration".

iN THE MATTER OF DECLARING APRIL 2008 RESOLUTION NO. 2008/214
AS ANNUAL ALCOHOL AWARENESS MONTH
IN CONTRA COSTA COUNTY
WHEREAS, Alcohol Awareness Month, sponsored by the National Council on Alcoholism and Drug Dependence
(NCADD) since 1987, began as away of educating and raising public awareness about the disease of alcoholism,
that it is a treatable disease,not a moral weakness,and that alcoholics are capable of recovery;and
WHEREAS, more than 67% of young people who start drinking before the age of 15 will try an illicit drug; youth who
drink are 7.5 times more likely to use any illicit drug, more than 22 times more likely to use marijuana, and 50
times more likely to use cocaine than children who never drank;and
WHEREAS, in 2003, more than 23,000 juvenile Californians were arrested for alcohol and drug-related charges; of this
.total, 5,892 felony juvenile arrests::were:alcohol offenses (including.DUI); 18,004 were misdemeanor juvenile
arrests for alcohol and drug-related offenses;and
WHEREAS, 22% of I I" graders:.in..Contra Costa report binge. drinkuig: in the .past 30 days and 10% report binge
drinking three or unore:days in't1le past month, suggesting a pattern of risky drinking (2004 California Healthy
.Kids Survey-CHKS);and.
WHEREAS, the percentages of Th and 9''' graders participating In high-risk alcoliol related.beliaviors is higher in Contra
Costa County than statewide. Kates of current alcohol use are higher among.Contra Costa's 11tl'graders(41%vs.
37u,respectively)as:reported by the CHKS;and
WHEREAS, according to the CHKS 79% of Contra Costa County" 11°i graders,.65% of 9°' graders,.and 35% of 7d'
graders report that is "very easy" or "fairly easy" to obtain alcohol. A.higher:percentage of youth.surveyed say

they most often drink at parties or other social gatherings;.:and ..
WHEREAS,.while the majority of students report ft•iends or other teenagers.as a source::.for obtaining alcohol, a
substantial percentage of students 48%)report that they"get adults to.:bu it for them'.and
.
WHEREAS, many communities are sending a.consistent message that underage drinking will not be'tolerated, and that
individuals who:liost gatherings where alcohol.is.served to or in the.possession of minors will be held accountable
through Social Ilost Ordinances;.and
WHEREAS, the Alcohol and 'Other, Drugs Advisory Board, Center. for..,i luiiian:Development -,:Contra Costa .Friday
Night Live, Youth Development Programs, Alcohol:.and.Other Drugs Sery ces 'Division, arid:.:its Community
Parhiers.continues to support and provide AOD prevention programs.::for youth iiC
i ontra Costa County, and
advocates lot underage drinking policies;and
WHEREAS, Alcohol-Free Weekend is designed to raise public awareness about the use of:alcohol and how it may be
affecting individuals, families, and businesses. During Alcoh&Free'-Weekend;::.NCADD extends an open
invitation to all Americans to,:engage in three alcohol-free days. Those who experience difficulty or discomfort in
this 72-1iotur experiment are urged to contact local NCADD-affihates, Alcoholics Anonymous and Al-Anon to
learn more about alcoholism and,its early symptoms. Alcohol-Free Weekend takes place on the weekend of
Apri 17-9,2008;and
NOW, THEREFORE, 13E IT RESOLVED that the Board of Supervisors does hereby proclaim April 2008 as
AI_,COHOL AWARENESS MONTH a "Call to Action" in Contra Costa County. .BE IT ALSO
RESOLVED that the Board of Supervisors encourages all citizens to pledge to stop underage drinking and to
support public awareness efforts by community based organizations groups focused on preventing Underage
Drinking and the devastating effects it can have on our yo
