(Issuance of Request for Proposals (RFP)#1103 for Tutoring Services)
BACKGROUND:
The Employment and Human Services Department, Children and Family Services Bureau tutoring program will
provide tutors to foster children and youth who do not have the services available through their school and
need additional educational instruction in the fundamentals, such as reading and math. Approximately 5-14%
of tutoring services are court-ordered for children in the Child Welfare System.
Foster children and youth not functioning at their grade level and require individual assistance will be evaluated
by the tutoring program for inclusion in the program to ensure the need for tutoring services are assessed in an
timely manner, ensure tutoring services will be designed to meet the child's or youth's specific academic needs,
make referrals to other resources such as mental health in conjunction with the tutoring to address any
exacerbating issues to education and learning, and, develop collaborative relationships with community
organizations or individuals that provide tutoring services to ensure on-going quality of service, and provide
readily available tutoring services.
