SUBJECT: Countywide Fire Dispatch and Communications Enhancements

RECOMMENDATION:
Authorize payment from County Service Area EM-1 (Measure H) funds to the following fire agen-
cies for purchase or to reimburse purchase and installation of the Zetron Model 62003 and associated
control equipment in all fire stations and fire dispatch centers in Contra Costa County up to the fol-
lowing maximum amounts as approved by the Emergency Medical Services Director:

FISCAL IMPACT:
No General Fund impact. Payments for this equipment will be made from County Services Area
EM-I (Measure H). Payments will be for initial purchase and installation only and are not
intended to cover maintenance or replacement.
BACKGROUND:
Fire services are designated first responders for 9-1-1 medical calls. All fire units dispatched on
emergency medical calls are staffed and equipped at least with personnel trained to the Emergency
Medical Technician I (EMT-I) level. EMT-Is are able to provide lifesaving aid, including
defibrillation, at the scene of a medical emergency. Most fire units are staffed at the higher EMT-
Paramedic level and equipped to provide Advance Life Support on the scene of a medical
emergency. In order to assure prompt response on all emergency calls, it is critical that fire
dispatch centers have an efficient and reliable method of alerting the appropriate fire station when
an emergency call comes in.
Currently, the County's three fire dispatch centers operated by Contra Costa County Fire
Protection District, the City of Richmond West Bay Communications Center, and San Ramon
Valley Fire Protection District. The system for dispatching emergency calls is fractured into many
different systems that lack interoperability and, in some cases, are obsolete with replacement parts
difficult to acquire.
The Contra Costa County Fire Chiefs and the Emergency Medical Services Agency have identified
a need obtain a single, reliable system for use by all fire dispatch centers to alert fire stations to
emergency calls. The Zetron Model 6203 Fire Station Alerting System is a modern Internet-based
alerting system providing near instantaneous alert time with independent voice and data channels.
The system integrates with existing computer-aided dispatch systems, includes flexible alerting,
control and status capabilities, allows dispatcher voice announcement via Voice over Internet
Protocol (VoIP) or existing radio channels, and provides ample capacity for expansion beyond the
County's existing needs. The system meets National Fire Protection Association standards and has
been fully beta tested by Contra Costa Fire Protection District in its dispatch center and ten
stations.
The installation of this system countywide will provide interoperable dispatch capabilities among
all the County's fire dispatch centers and will improve the County's emergency medical and fire
dispatch and response capabilities by reducing dispatch times, providing mission-critical
redundancy improvements, and by significantly raising the reliability factor for station alerting.
This project is supported by all fire departments and has the formal backing of the Contra Costa
County Fire Chiefs' Association.
