SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Art Lathrop) to execute on behalf of the
County, Contract Amendment Agreement #23-187-10 with HCS Incorporated, (dbaThe Abaris Group), a
corporation, effective April 1, 2008, to amend Contract #23-187-5 (as amended by subsequent Amendment
Agreement#23-187-6 through #23-187-9), to increase the payment limit by $60,000 from $140,000 to a new
payment limit of$200,000 with no change in the original term of October 1, 2005 through August 31, 2008.
FISCAL IMPACT:
This Amendment is funded 92% by the Federal Health Resources and Services Administration Bioterrorism
Hospital Preparedness Grant and 8% by California Measure H Funds. No County funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Contra Costa County has been the recipient of Federal Health Resources and Services Administration
(HRSA) Bioterrorism Hospital Preparedness, local assistance grants funded through the California
Department of Health Services, for the past three years. Funding from these grants is intended to enhance the
preparedness of hospitals and community clinics to respond to potential terrorist events and other disasters.
On December 6, 2005, the Board of Supervisors approved Contract #23-187-5 (as amended by Extension
Agreement #23-187-6 through Amendment Agreements #23-187-9) with HCS Incorporated (dba The Abaris
Group), to provide specialized consulting services with regard to the development and implementation of the
Department's Emergency Medical Services Health Resources and Services Administration (HRSA) Grant
Application. The Contractor's obligations include assisting the EMS Division in developing and preparing a
Project Work Plan to identify proposed expenditures and acquisitions of equipments and supplies needed in
order to meet critical benchmarks of the HRSA grant, analyze and review steps required to advance County's
preparedness level, coordinate and prepare grant applications, act as a liaison between County and the State

Department of Health Services (DHS), and prepare reports and provide additional material as required by
DHS for the period from October 1, 2005 through August 31, 2008.
Approval of Contract Amendment Agreement #23-187-10 will allow the Contractor to provide additional
consulting services to assist the County with regard to the application and administration of a Federal Health
and Human Services local assistance grant funds for the Hospital Preparedness Program, through August 31,
2008.
