SUBJECT: 2008 COPS Technology Program Grant Assistance for ARIES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
APPROVE and AUTHORIZE the Sheriff, or designee, to accept 2008 COPS Technology Program
grant funding (16.710 Public Safety Partnership and Community Policing Grants) from the U.S.
Department of Justice in the estimated amount of $654,710 to support the development of the
Regional Integrated Justice Systems project, ARIES.
FISCAL IMPACT:
The ARIES project will receive $654,710 for continued development of the system.
BACKGROUND:
In January 2007, the County submitted a Federal Fiscal Year 2008 appropriation request to our
federal delegation in the amount of $1,000,000 for the ARIES project. Owing to the support of our
legislators, Chair and Vice Chair of the Board of Supervisors (who personally lobbied for the project),
and our federal advocate, we were notified in January that the County would receive $658,000 (minus
administrative costs) for ARIES.
The Regional Integrated Justice Systems project (ARIES) provides criminal intelligence information to
first responders and anti-terrorism task forces from 25 Contra Costa County law enforcement
agencies, 23 agencies in Alameda County, plus 16 more agencies in the contiguous counties of
Solano and San Joaquin County. When complete, ARIES will be able to upload its regional data to
the FBI's N-DEx system to be exchanged with Los Angeles and San Diego regions. In addition,
ARIES users will be able to access FBI, ATF, DEA, Bureau of Prisons, and Federal Marshals' data
from ONEDOJ's R-DEx program.
This technology will enable investigators with a single sign on to query local, regional, state and
federal data to truly "connect the dots" in their efforts to prevent crime, solve crimes, and protect the
citizens in a large portion of Northern California with a population of over 11 million people.
