SUBJECT: AUTHORIZATION TO EXECUTE AGREEMENT AMENDMENT WITH
CALIFORNIA DEPARTMENT OF COMMUNITY SERVICE AND
DEVELOPMENT FOR HOME ENERGY ASSISTANCE AND
WEATHERIZATION PROGRAMS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute an agreement amendment with the California Department of Community
Services and Development to amend the reporting requirements, effective November 1 ,
2007, to include on-line reporting and to extend the term end date of December 31,
2007 to a new term of January 1, 2006 through December 31, 2008 and with no change
to the payment limit of$1,364,444.
FISCAL IMPACT:
Funding will be appropriated into the Department's FY 2007-08 budget. (100% State
funds) (All Districts) No County General funds costs.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County's community outcomes - Outcome 1. "Children Ready
for and Succeeding in School," Outcome 3: "Families that are Economically Self-
sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout
Contra Costa County.
BACKGROUND:
In late 2005, the Board authorized the Department to accept funds from the California
Department of Community Services and Development in support of the Home Energy
Assistance Program (HEAP) and weatherization services which is operated by the
Department's Community Services Bureau in partnership with County Building
Inspection Department.
Since contract execution, the agreement has been amended to reflect the merger of
Community Services Department with Employment & Human Services Department and
to add funds to the contract. This amendment is to extend the term and to specify new
reporting requirements. The State's original contract did not identify the on-line
reporting option; the State is now amending the contract to accurately reflect the
reporting mechanism.
Approval of this amendment will allow for the continuation of HEAP and weatherization
services to low-income individuals and families in Contra Costa County.
