HomeMy WebLinkAboutMINUTES - 04152008 - C.34 TO: BOARD OF SUPERVISORS Contra FROM: William Walker,M.D., Health Services Director :.' -` By: Jacqueline Pigg, Contracts Administrator Costa DATE: April 1, 2008 Ta o County SUBJECT: Approval of the National Bioterrorism Hospital Preparedness Program Local Funding Agreement#28-307-3 for Fiscal Year 2007-2008 with the State Department of,Public Health,Health Resources and Services Administration(HRSA) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): APPROVE AND AUTHORIZE the Health Services Director or his designee (Art Lathrop) to execute, on behalf of the County, Standard Agreement #28-307-3 (#EPO HPP 07-08) with the State Department of Public Health for the County to receive an amount not to exceed $557,518 for the period September 1, 2007 through August 8, 2008 for the Hospital Preparedness Program (HPP) and HPP Pandemic Influeriza Supplement for Medical Surge Capacity and Capability Local Funding Agreement.-Fiscal Year 2007-08 (Year 6 Funding). FISCAL IMPACT: Approval of this agreement will result in $557,518 of funding from the State to the County Emergency Medical Services for participation in the Hospital Preparedness Program (HPP) and HPP Pandemic Influenza Supplement for Medical Surge Capacity and Capability. No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): The California Department of Public Health is a recipient of federal Health and Human Services (HHS) Assistant Secretary for Preparedness and Response (ASPR), grant awards for Hospital Preparedness Program (HPP) and HPP Pandemic Influenza Supplement for Medical Surge Capacity and Capability. The grant to California includes funds to be awarded to each county on a formula basis to prepare the medical & health system to meet specified HPP activities related to capabilities of the federal program. In 2007-08, the Hospital Preparedness Program (HPP) has been restructured to focus on integration of public health and the medical community and achieving capabilities such as interoperable communication systems, real time bed capacity reporting, volunteer registries, and fatality and evacuation management. HPP also focuses on alternate care sites, mobile medical assets, pharmaceutical caches, NIMS compliance, education and training, and exercises. Three sealed/certified copies of this Board Order should be returned to.the Health Services Contracts and Grants Unit for submission to the State.
