These outcomes are achieved by offering comprehensive services, including high quality early childhood education', nutrition, and health services to low-income children throughout Contra Costa County: I I I BACKGROUND: I . On September 18, 2007, the Board of Supervisors approved the implementation of one year pilot program for fee-for-service childcare to begin services in Bay Point with possible expansion to other areas of the County. The program offers a below-market rate fee for childcare services for families whose income level exceeds the income threshold for subsidized childcare funded by Head Start and California Department of Education. Approving these specific adjustments allows the Department to pay the cost of staff salaries, rent, utilities and other operating expenses as authorized by the Board of Supervisors.
