We are once again honored to recognize almost businesses that have been certified in the
last year—proving that being green and running successful businesses go hand-in-hand!
The phenomenon of wanting to be green seems to be here to stay!
Green Business Highlights
/ Almost 60 new Green Businesses.
► Over 1,200 Green Businesses in the San Francisco Bay Area.
► Two public agencies were certified, including the Concord City Hall and Board
of Supervisors Member Susan Bonilla of Concord.
/ Raised certification standards to match the latest green trends (and to prevent
"greenwashing") and to collect information on actions taken to reduce
greenhouse gas emissions.
► Finalized the auto body standards—based on fresh work by the Department of
Toxic Substances Control.
/ Finalized the dentist standards—consistent with new wastewater permit
conditions to prevent mercury from reaching our waterways.
/ Foundational work for website changes to assist businesses in marketing
themselves; for measuring the effectiveness of the program ($90,000 grant from
Department of Toxic Substances Control); and for the ten-year anniversary
celebration (April 24, 2008).
► A full-page ad in the Contra Costa Times listing all of our Green Businesses, and
a sixteen-page insert in the East Bay Business Times focused entirely on the
Green Business Program.

As you know, they all meet the high standards of environmental excellence set by the
Program's partnership:

The program's partners-24 environmental agencies and cities in Contra Costa—have
worked hard this last year to achieve our vision of Contra Costa as a place where
businesses contribute to the sustainability of our communities by being green themselves.
Our annual report, two newsletters and full directory of Green Businesses (attached)
should help convey the accomplishments of this past year.

ExEf uvw SUMMARY
334 businesses have been certified as Green Businesses since 1998 through a partnership of
23 local agencies and cities that provide funding ($56,144), active leadership, and staff time and
resources to certify businesses. In addition to the program meeting its goals and objectives for
the year, the partnership continues to be a strong, focused group aimed at working together to
strategically and successfully green Contra Costa's businesses.
Highlights of 2007
✓ Almost 70 new Green Businesses.
✓ Over 1,000 Green Businesses in the San Francisco Bay Area.
✓ Five public agencies were certified, including the offices of Assemblywoman Loni
Hancock in EI Cerrito and Board of Supervisors Member Susan Bonilla of Concord,
Pittsburg and Concord City Halls, and Contra Costa Water District.
✓ Updated checklists with significantly higher standards that are current with the latest
green trends, with a draft of the new auto body checklist (based on fresh work by the
Department of Toxic Substances Control).
✓ 63 Green Businesses recertified—almost three times the number in 2006.

MISSION OF THE GREEN BUSINESS PROGRAM
To strengthen and sustain the quality of the environment in Contra Costa County through a
collaborative partnership of public and private organizations that encourages, enables and
recognizes businesses taking action to prevent pollution and conserve resources.

GOALS (2007-2009) FOR THE GREEN BUSINESS PROGRAM
1. To expand the program to sustainable levels by increasing the number of participating
businesses and business sectors, including governmental agencies.
2. To encourage improved environmental performance of GBs by ensuring checklists that
reflect up-to-date standards and technologies.
3. To improve the visibility and marketing of the program and of the participating businesses.
4. To build a strong program partnership to support the implementation of the Green Business
Program.
5. To create sufficient organizational capacity to successfully operate the program.
INTRODUCTION
Protecting the environment by preventing pollution and conserving natural resources are goals
Contra Costa's,environmental agencies have been striving to achieve. In an effort to further .
these goals, they have partnered to create the Green Business Program. By leveraging ,
resources and combining expertise, the Green Business Program can work with Contra Costa
businesses to address a multitude of environmental concerns at the same time. This is done in
a cooperative, direct and personal way to achieve these goals.
The program began by working with auto repair shops in 1998, and expanding to all businesses
in 2002. Each business is certified for compliance with all environmental regulations ,
(hazardous materials, air, wastewater and storm water), and achievement of specific standards
to conserve water and energy, prevent pollution, and reduce waste and conserve resources.
As of April of 2007, all nine counties in the Bay Area have implemented Green Business
Programs. ABAG (the Association of Bay Area Governments), through the Hazardous Waste
Committee, coordinates the programs, ensures consistency between the programs and hosts
the program's website: www.greenbiz.ca.gov.
In June, the Bay Area reached a milestone: 1,000 Green Businesses!
This annual report covers who the partners are in the Green Business Program, our goals, as
well as an evaluation of progress in achieving these goals, a budgetaryreport, and our revised
strategic plan and goals for the future.
GREEN BUSINESS PROGRAM PARTNERSHIP
The Green Business Program partnership is made up of virtually every public agency within the
County working to protect the environment, including those focusing on stormwater, wastewater,
air, fire, hazardous materials, reduction of solid waste and conservation of water and energy.

EVALUATION OF 2007 PROGRAM GOALS & OBJECTIVES
In 2001, 2003 and again in 2006, long-term planning by the GBP Partners yielded a strategic
plan and program goals to guide the program for the subsequent three years. Below is an
evaluation of work done in 2007 to achieve these goals.
Program Goal 1: To expand the program to sustainable levels by increasing
the number of participating businesses and business sectors, including
governmental agencies.
For 2007 we set several specific objectives for this goal.
Objective 1: To certify 50 new businesses.
Results: .68 new businesses were certified (121% of last year).
Objective 2: To certify five partner or public agencies.
Results: Five public agencies were certified.
Objective 3: To re-certify 80 businesses.
Results: 63 businesses were recertified (242% of last year).

We certified 68 new businesses, bringing our total number of certified Green Businesses to 334.
It was a landmark year in that for the first time virtually all of the businesses certified were
businesses that contacted us first (rather than our approaching them first). This has required a
focus on streamlining our operations to the degree possible. All businesses applying must
already qualify for the program. This has meant less hand-holding. Businesses needing this
type on intensive assistance are referred to our various program partners. It has also meant a
piloting of having one auditor visit a business. The partnership chose not to continue this
because of the lack of service it provided the business. They did, however, approve this being
done on the second recertification (at six years out), and that policy has been fleshed out and
adopted at the regional level as well.
Program Goal 2: To encourage improved environmental performance of
GBs by ensuring checklists that reflect up-to-date standards and
technologies.
This year also saw the beginning of revising our checklists to delete practices that have become
standard and to increase the measures required by businesses to qualify. This resulted from a
concern about wanting to avoid any greenwashing, intending to hold our program to a high set
of certification standards. It also meant adding the requirement that all businesses have low-
flush toilets to qualify. Further revision of the checklists will continue into 2008.
We have also written a draft of an auto body checklist, which will be reviewed in 2008 by several
auto body shops as well as Contra Costa College Collision Repair faculty.
To help our Green Businesses implement even more measures to prevent pollution and
conserve resources, we have been continuing to send our newsletter to Green Businesses,
Staying Green. Published twice each year, it provides tips on being green, spotlights one of our
Green Businesses for their success in being green, welcomes the newest Green Businesses
and covers program highlights. This year we highlighted Excellent Packaging in Richmond and
Organic Choice Carpet Cleaning in San Pablo.
Program Goal 3: To improve the visibility and marketing of the program and
of the participating businesses.
While a number of Contra Costa Times insert newspapers ran articles on the Green
Businesses, we again had. a major spread in the East Bay Business Times (June 1) featuring a
full article on the Bay Area Green Business Program as well as features on four individual
Green Businesses, focusing on what they had done to be green and why they chose to be
green. Businesses highlighted in this sixteen-page special insert included Excellent Packaging
in Richmond, Canyon Construction in Moraga, and InnerSense Organic Beauty in Walnut
Creek. This insert was unveiled at their May 31 Greening Businesses event.
Based on the 2006 regional marketing plan written for the program, developed a new tag line
(Environmental Values at Work), distributed cards to all Green Businesses for their customers
that describes what it means to be a Green Business, and began work on the design of a web
page that focuses on how businesses can market themselves as green. This will be up on the

website by June of 2008. The work is being done by Digital Hive, a Green Business. This work
is consistent with our promotion strategy of having Green Businesses themselves be the ones to
primarily promote the program, and of revising the website itself to help the program as well as
the Green Businesses market the program. Additional website changes will be made in 2008.
At Earth Day, a full-page ad was run listing all of Contra Costa's Green Businesses—and they
just barely fit! We heard from numerous businesses how much they appreciated seeing their
name in the newspaper—something they normally could not afford.
We participated in nine events this year: West County Earth Day, John Muir Earth Day, Walnut
Creek Sustainability Event, Greening Richmond, Green Chamber of Commerce Mixer in
Richmond; Economic Development Alliance for Business (EDAB), It's Easy Being Green
Workshop by Loni Hancock in Richmond, Healthy Restaurant Assoc in Walnut Creek, and
BEST training in Antioch.
Program Goal 4: To build a strong program partnership to support the
implementation of the Green Business Program.
The partnership continues to think it important to expand their knowledge of all of the
environmental programs in the county in order to better assist businesses. Towards this end we
have dedicated a significant amount of time at our quarterly meetings to presentations on what
the partners are particularly focusing on, and exploring in depth any issues that they may be
having.
Program Goal 5: To create sufficient organizational capacity to successfully
operate the program.
A strength of the Green Business Program continues to be the partners themselves, and our
ability to work together effectively. These partners contribute in essential ways: funding,
staffing, policymaking, program promotion and providing referrals for the program. The strategic
planning process held in the fall to set goals for the next three years was evidence of the .
interest and strength of the partners. The partnership itself includes 23 partners, with an active
steering committee with seven members: representatives from wastewater, solid waste, cities,
utilities, Clean Water Program, and Hazardous Materials.
BUDGETARY REPORT
Contributions to the Green Business Program are made on a fiscal-year basis. Contra Costa
Hazardous Materials continues to provide funding for the program coordinator, with the partners
contributing an additional $56,144 in FY05/06. This contribution funds program staff ($36,000)
to work directly with businesses, promoting the program and verifying the pollution prevention
part of the checklist. The remaining funds are dedicated to program promotion and materials.

THREE-YEAR GOALS (07-09) FOR THE GREEN BUSINESS PROGRAM
These goals, with their associated outcomes, provide the program with both its general direction
and guide the setting of specific annual objectives.
1. To expand the program to sustainable levels by increasing the number of
participating businesses and business sectors, including governmental agencies.
Outcomes: This goal will be satisfactorily met when:
a. Appropriate educational materials have been developed and distributed to businesses
considering certification.
b. Inspectors regularly make referrals to the Green Business Program.
c. The program focuses on business types selected in response to environmental
considerations, size and partner needs.
d. The annual targeted goal is met for the number of businesses certified
e. The certification process runs smoothly, in'a timely fashion, and with opportunity for
problems encountered at a business to be resolved.
f. Partners have been either partially or fully certified.
g. The GBP continues to emphasize certification of public organizations.
h. Green Businesses are recertified every three years.
2. To encourage improved environmental performance of GBs by ensuring checklists
that reflect up-to-date standards and technologies.
Outcomes: This goal will be satisfactorily met when:
a. Checklists used for certification and recertification have appropriate standards to meet
the environmental expectations of the partners, and exceed current business practices.
b. Ongoing education of GBs occurs through the biannual GBP newsletter and email
communications with GBs on trainings, events and information on how to be green.
3. To improve the visibility and marketing of the program and of the participating
businesses.
Outcomes: This goal will be satisfactorily met when:
a. More prominent use and recognition of the GBP logo and tagline (Environmental Values
at Work) occurs.
b. Green Businesses have sufficient tools to market themselves effectively.
c. Program promotion to the public includes:
• Website
Promotional materials distributed to GBs
• Environmental and business fairs (identified by partners)
• Promotions by partners within their own jurisdictions
• Partner newsletters
d. The website is revamped to effectively serve the public, GBs and the media.
e. We strategically market the program to the public.

f. Outreach resources such as materials, appearances at events, and giveaways are
leveraged and shared among .partners, reducing costs for all.
g. Develop partnerships with Chambers of Commerce.
h. Measured environmental results of participating in the GBP are communicated to the
public.
i. PR effectiveness with GBs and the public has been measured.
4. To build a strong program partnership to support the implementation of the Green
Business Program.
Outcomes: This goal will be satisfactorily met when:
a. A sufficient number of partners have joined to successfully implement the program.
b. All appropriate environmental agencies and cities have been identified and encouraged
to participate.
c. Partners are provided program updates and program evaluations and/or annual reports.
d. Sufficient training in compliance and/or pollution prevention/resource conservation is
provided.
e. The Green Business Program is seen as a valuable asset to the partners and a means to
achieve their own environmental protection, conservation and public relations goals.
5. To create sufficient organizational capacity to successfully operate the program.
Outcomes: This goal will be satisfactorily met when:
a. An effective organizational structure and process are in place.
b. Appropriate policies and procedures have been developed and implemented.
c. Sufficient funding from GBP partners exists to realize our goals and outcomes.
d. Sufficient funding from outside sources exists to realize our goals and outcomes.
e. Partner agencies commit sufficient personnel as inspectors and auditors to successfully
certify Green Businesses.
f. Roles are clearly defined for the steering committee, its task forces and subcommittees,
