In the Matter of the Retirement o1
Sara Hoffman, Assistant County Administrator
From the County of Contra Costa RESOLUTION NO. 2008/185
WHEREAS Sara Hoffman will retire from her position as Assistant County Administrator for Contra
Costa County on March 29, 2008 after 25%,years of County service and so it is appropriate at this
time to acknowledge her many"achievements and"to-publicly recognize her professional and civic
leadership; and
WHEREAS Sara began her„stellar career with Contra Costa County as Energy".Coordinator in the Public
Works Department in.November>1982; took on Franchise Administration the following year; was
reassigned three years later t o the"County Admini'strator's Office,where she,was,promoted in April
1987 to the position,of. Deputy ,County Administrator, and`in..Mar"ch 1989 was; appointed the
County's Solid Waste Manager: ` Sara received two more promotions: to` Semor Deputy County
Administrator in February 1.992 and to Assistant County Administrator in March 2000; and
WHEREAS Sara; as Energy Coordinator, was the County's spokesperson before the Public,;Utilities
Commission on residential time-of-use rates, implementation of which resulted in a joint County and
PG&E-National Association of Counties award; and - >;
WHEREAS Sara also led the cable negotiations that resulted in acquisition of "the County's first government
access,channel and oversaw creation of CCTV, Contra Costa Television; and .
WHEREAS when solid waste disposal,,capacity,becarne a crisis, Sara, as";SoliH,W.aste"Manager; served as,,,,-.--.the
County's policy point..person; working with':cities, the state, near`.by counties: and waste companies.
on landfills;transfer stations, export agreements, and,collection franeliising, and
WHEREAS during her long,tenure with the County Administrator's"Office, Sara staffed the Board's:Family
and Human Services Committee and.the :Policy Forum;. developed the Children's Report:Card,
Children and, Family Services, Budget aril other performance reports," facilitated' ' And Ov:ersaw
numerous interdepartmental and interagency health and,,'human services''cohaboratives, including
the Service Integration Team Pro'ram and.,'Zero-Tolerance for:Domestic,,Violence Initiative; and
developed the County's federal.'legislative program; and
WHEREAS when-:the County was confronted with the,possibility of three Indian Casinos;.Sara, mmersed
herself in complex"and"arcane rJhdian gaming laws and;regulations'.and is fnow^ar ;accomplished
advocate on Gaming issues and policy, at both the federal'and state levels; and
WHEREAS'Sara has worked diligently to advocate for legislation critical to the County's interests and helped
secure over$63.million•dollars of federal appropriations for Comity projects.
WHEREAS, Sara is one:.:of a special breed of public policy experts who.have devoted their careers to the
mission of local governmerii.. She has beery a tireless-advocate for the people of Contra Costa County
and has passed her'enthusasm'and high standards on-to,,everyone withwhom she works; and
WHEREAS Sara's quick intellecf,'irinovative, eritrepreneurial_.and"tinconquerable spirit, and exceptional
writing and editing ability made her an"invaluable member of the County's Executive Management
Team; and
WHEREAS when not dedicating herself to the well being of the County, Sara enjoys bicycling, gardening,
home improvement projects, a good glass of wine, and intercontinental travel;
NOW, THEREFORE, BE IT RESOLVED that this Board takes great pleasure in congratulating Sara
Hoffman on her indispensable service to the community, her profession, and to Contra Costa
County, and wishes her, n wonderful, exciting 'lling years of retirement.
