RECOMMENDATION:
APPROVE and AUTHORIZE the Redevelopment Director to reimburse KB Home South Bay
Inc. in the amount not to exceed $33,919.84 for the installation of high tech security cameras
at its Bella Flora Subdivision (SD038755) in North Richmond, CA.
FINANCIAL IMPACT: No general fund money will be used on this project. The Agency's
reimbursement and financial obligations are from budgeted funds..-

BACKGROUND:
Vandalism and security incidents have occurred adjacent to the Bella Flora subdivision
being built by KB Home. Bella Flora is on the western periphery of the North Richmond
community, and shares a soundwall with the Las Deltas Publici Housing Development. In
coordination with the Sheriff's Office a variety of initiatives have been undertaken including
enhanced policing; establishment of a neighborhood watch program in Bella Flora, Las
Deltas, and Parkway Estates; and street closures. The Sheriff's Office has also suggested
that security cameras be installed at various locations..
The recommendation will permit installation of high tech Sony security cameras at five
locations near and around the KB Home Subdivision, Bella Flora, in North Richmond, CA.
The system is being installed by Clare Computer Solutions. Each camera ties into the
Silicor DVR monitoring system that will be housed in the main offices of Las Deltas located
at 1601 North Jade Street.
The system will be administered by the Contra Costa Sheriff's;Office. Several members of
the Sheriff's Office have provided input throughout this process. A letter from the Sheriff's
Office in support of the system is attached. The Sheriff's Office installed a similar system
at its Oakley Patrol Station. Both systems have similar capacity to expand in the future to
meet law enforcement's needs such as video monitoring on computer laptops and in police
vehicles.
Installation of security cameras is one of several strategies being implemented to stem the
violence and curb vandalism in North Richmond. The project is strongly supported by the
North Richmond Municipal Advisory Council and members of the newly formed North
Richmond Neighborhood Watch group that includes residents'.

I currently serve as the West County Area Commander for the Contra Costa Sheriffs
Office. For the past few months I have been working with D'Andre Wells of your office
in an effort to enhance safety& security for residents of the new KB Homes in the Bella
Flora subdivision in North Richmond.
One of the projects that we have been involved with is a security camera project. I
support this project and have provided input from time to time 'regarding issues such as
camera capabilities, placement and future expansion of the system.
You may find comfort in knowing that one of the Sheriff s Office patrol stations (Oakley
PD) already has a camera system such as the one your office is'looking into acquiring.
When Mr. Wells asked for my input on this project my concerns were camera
capabilities, monitoring ability and flexibility of the system for,future expansion and
monitoring. I believe the system that has been identified by Clare Computer Solutions is
most desirable and will address these needs and concerns.
