SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to Issue Request for Proposal (RFP)#1101 for the Family and Children's Trust (FACT) Committee in the amount $250,000 for child care services and subsidies for high-risk families in the child welfare system, and for children who are homeless, for the period July 1, 2008 through June 30, 2009. FISCAL IMPACT: $250,000 100% County, Child Care Affordability Funds, Transient Occupancy Tax (TOT). BACKGROUND: In February 1997, the Board approved a recommendation from the Family and Human Services Committee that the Family and Children's Trust Committee (FACT) be responsible for establishing priorities for use of the Child Care Affordability funds and recommending to the Board those agencies and contract amounts to be supported with the funds. FACT undertook a needs assessment process between October 2007-February 2008 to establish the priorities to be addressed in this RFP. Meetings were held with staff from the primary childcare agencies in the county to discuss the most pressing needs and gaps for child care services countywide, results of a phone/in-person survey from over 1600 countywide residents were analyzed, and the FACT Committee reviewed the most current data from the Local Planning Council/First 5 Contra Costa Child Care and Development Report and the Community Assessment conducted by the Community Services Bureau. As a result of the information gathered at the meetings and analysis of the survey and report data, the following priorities for use of the Child Care Affordability funds were established and these will form the basis of the competitive RFP: 1. Administration of parent-choice child care subsidies for families with open cases in the child welfare system, and 2. Administration of parent-choice child care subsidies for families who are homeless. In addition to selecting programs based on the above specific priorities, the FACT Committee will give significant consideration to programs that: A Provide geographic distribution of funding. A Target populations of greatest need within the priority areas. A Apply best practices in program design and delivery of services. A Facilitate accessibility of services, and A Include data collection and evaluation activities as part of their program.. A The period of funding for selected programs will be July 1, 2008 through June 30, 2009 with the option for a one-year renewal pending the availability of funds and the provision of quality services as determined by the FACT Committee's on going monitoring and evaluation of the programs through site-visits and data collection.
