LANGO, DIRECTOR OF GENERAL SERVICES F, COSTA DATE: MARCH 18, 2008 COUNTY SUBJECT: LEASE FOR THE PREMISES AT 94A MEDANOS AVENUE, BAY POINT FOR THE EMPLOYMENT AND HUMAN SERVICES DEPARTMENT - COMMUNITY SERVICES BUREAU (T00348 CP# 07-61) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE a Lease with the Housing Authority of the County of Contra Costa, for a five year period beginning April 1, 2008, and ending March 31, 2013, for approximately 3,800 square feet of classroom space at 94A Medanos Avenue, Bay Point, for continued occupancy by the Employment and Human Services Department - Community Services Bureau, under the terms and conditions more particularly set forth in the Lease. 2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease on behalf of the County and to EXERCISE any options to extend the Lease. 3. DETERMINE that the project is a Class 1 Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). 4. DIRECT the Director of Community Development, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Community Development Department and County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT Approval of the Lease will obligate the County to pay rent totaling $34,200 for the five year Lease term. The current fiscal year Lease payments of $1,650 are budgeted in the Employment and Human Services Department FY 2007/2008 budget. Funding for the rent payments for the duration of the Lease term will be budgeted in the Employment and Human Services Department on a fiscal year basis. BACKGROUND The County's Employment and Human Services Department - Community Services Bureau will provide child development programs for the Bay Point community in this leased building. The County has provided these programs at this building since 1990.
