Funding included in Department's FY 2007-08 budget. No net County costs. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department's Head Start program supports three of Contra Costa County's community outcomes - Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low- income children throughout Contra Costa County. BACKGROUND: Contra Costa County receives funds from the California Department of Education to provide part-day and full-day state preschool and center childcare services to program eligible County residents. On March 13, 2007 the Board approved emergency six- month contracts with First Baptist Church of Pittsburg to take over the daily childcare service operation at Fairgrounds Children's Center due to the previous operator's decision to terminate the contract. Several contracts totaling $478,356.40 represented the various funding streams for childcare services at Fairgrounds Children's Center. First Baptist agreed to operate the children's center in the interim while the County put the childcares services out to bid. The termination date of all of the contracts was September 30, 2007. After the contract termination date, the Department was notified by the State of California about the California Department of Education cost-of-living adjustment to be applied to state preschool and child development contracts. The State routinely applies these adjustments late in the fiscal year. The County, in turn, passes the cost-of-living adjustments to subcontractors who provide these services. On January 8, 2008 the Board approved the County's receipt of increased funds from the California Department of Education for the 2007-08 fiscal year (July 1, 2007 through June 30, 2008). The Department seeks to allow First Baptist to apply the adjusted daily reimbursement rate, which will be changed from $29.14 per unit to $29.41 per unit for childcare development and from $18.68 per unit to $19.53 per unit for state preschool for the period July 1, 2007 through September 30, 2007. The cost-of-living increase is for the daily rate per child, per day of attendance during the period July 1, 2007 through September 30, 2007. Reimbursement for this increased daily rate will still be within the above noted contract payment limits; First Baptist did not fully expend the contracts as the program was not fully enrolled with 100% daily attendance during the entire contract term.
