LANGO, DIRECTOR OF GENERAL SERVICESot. ;_ 's COSTA ---- COUNTY DATE: MARCH 18, 2008 �S>------ SUBJECT: APPROVE CONTRACT WITH SIEMENS BUILDING TECHNOLOGIES TO INSTALL A COGENERATION PLANT AT THE CONTRA COSTA REGIONAL MEDICAL CENTER IN MARTINEZ SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE a contract in the amount of $1,622,280 with Siemens Building Technologies to provide Design-Build Turn Key installations of a cogeneration plant at the Contra Costa Regional Medical Center ("CCRMC") in Martinez. The County is awarding the contract pursuant to Government Code section.4217.16 for energy projects. 2. AUTHORIZE the General Services Director, or designee, to execute the contract. FINANCIAL IMPACT The total cost of the energy project is estimated at $1.62 million, funded with proceeds from an approved California Energy Commission (CEC) loan. The loan is for a period of 15 years at 3.95% interest. The project is self-funded in that the County will achieve sufficient energy savings to cover the annual loan payments. The projected annual savings in, utility costs will be approximately $194,400. Upon completion, the County will receive a Self Generation Incentive Program (SGIP) rebate from PG&E totaling $153,000. With the rebate and utility savings, the payback for the CCRMC project is 7.6 years. BACKGROUND On February 10, 2004, the Board adopted the Strategic Energy Plan (SEP). The plan identified various energy projects that would, if implemented, reduce the County's electricity by an estimated $1.2 million per year. All of the major energy projects have been completed except for the project to be performed under this contract, cogeneration and lighting projects at Juvenile Hall, and lighting retrofits for the Douglas Drive buildings and Center Avenue buildings in Martinez, and Delta Fair buildings in Antioch which are to be completed by purchase order by the end of this fiscal year. With the implementation of this project, it is estimated that the County will reduce its carbon footprint by 3.1 million pounds of CO2 emissions per year. Government Code 4217.16 provides public entities the authority to sole-source award energy conservation and alternate energy supply projects to energy services companies (ESCO's) that are intended to maximize the energy savings potential while maintaining or improving building comfort and productivity. The contract is a Design-Build Turn-Key agreement in that Siemens Building Technologies will be responsible for all aspects of the project including project design, permitting, equipment acquisition, construction, construction management, commissioning, and rebate submittals.
