SUBJECT: Approve submission of Funding Application#28-313 to the California Environmental Protection
Agency
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the health Services Director, or his designee (Randy Sawyer) to submit
funding application to the California Environmental Protection Agency, in an amount not to exceed
$95,874, for the County's Health Services Hazardous Materials, Aboveground Petroleum Storage
Act Program, for the period from March 1, 2008 through December 31, 2009.
FISCAL IMPACT:
Approval of this application will result in an amount not to exceed $95,874, for the Aboveground
Petroleum Storage Act Program. No County funds required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Contra Costa Health Services, Hazardous Materials Programs is the Certified Unified Program
Agency (CUPA) for Contra Costa County. In collaboratiori with the California Environmental
Protection Agency, the Contra Costa County's ITealth Services Certified Unified Program Agency
(CUPA) and the State Water Resources Control Board staff, through two Aboveground Petroleum
Storage Act (APSA) work groups, has determined the process and formula for allocating the
moneys from the Environmental Protection Trust Fund to the CUPA's. Approval of submission
will allow the County's Hazardous Materials Program to set up and implement the APSA
Program throughout Contra Costa County regulated businesses and sites, including but not limited
to inspections and compliance with all program requirements, training on policies, checklist,
questionnaires, violations, quality contract process and enforcement guidelines.
In order to meet the deadline for submission, a draft copy of the application has been forwarded to
the California Environmental Protection Agency, but subject to Board approval. After Board
approval, three certified copies of the Board Order should be:returned to the Contracts and Grants
Unit for submission to the California Environnental Protection Agency.
