2. APPOINT the following individual to the County School Districts & Community College
District seat on the Treasury Oversight Committee for a.four-year term beginning May
1, 2008 through April 30, 2012:

BACKGROUND:
On April 30, 2004, the terms of the seven members of the Treasury Oversight Committee (TOC)
will expire. On March 10, 2008, the Treasurer-Tax Collector presented the Internal Operations
Committee with nominations to re-appointment all incumbents except one to their seats on the
TOC, including the Board of Supervisors seat and the three Public seats, nominations to which
are reviewed by the Internal Operations Committee." One new member, Christopher Learned,
was nominated by the Superintendent of Schools for that seat.
The Internal Operations Committee is pleased with the high caliber of all the incumbents and
their knowledge of the field of public and private finance, and their continued interest in serving
the public in this capacity. We believe that approval of these nominations will continue to
provide the Board of Supervisors a TOC that will we'll serve the people of this County and,
therefore, recommend these nominations for appointment and re-appointment to the Board of
Supervisors for approval.

On April 30, 2008, the terms.of the seven members of the Treasury Oversight
Committee will expire. The membership of the'Committee is composed of:

and Charles O'Connor)
The three public representatives nominated byme have all indicated they
wish to be reappointed. A summary of their background and experience is as
follows:
Edgar H. Grubb- Retired Executive Vice President and Chief Financial
Officer (CFO) for Transamerica Corporation. Prior employment positions
include CFO for Lucky Stores and Zellerbach Paper Company. At
Transamerica, Mr. Grubb was responsible for an investment portfolio in
excess of $50 billion.
`Jerome E. Hatfield- Retired Chief Deputy Treasurer for San Joaquin
County with responsibility for a pool portfolio of"$300 to $450 million. Prior to
that Mr. Hatfield served as a fixed-income institutional,salesman or trader for
several major California banks. Mr. Hatfield previously served on the Contra
Costa County Employees' Retirement Association (Board appointee for six
years).
Charles O'Connor- Vice President, Finance, Western Banking Group,
Wachovia Corporation, the fourth largest bank!in the United States. Mr. O'Connor is
responsible for internal reporting and analysis of the Retail and Wholesale Banking
groups as well as expansion activities occurring in the Western region, which'
encompasses California, Nevada, and Arizona'. Mr. O'Connor was formerly a
financial and systems analyst for World Savings and Loan (Golden West Financial), a
$68 billion financial institution acquired by Wachovia Corporation in May 2006.
County Superintendent of Schools Dr. Joe Ovick has re-nominated Ellen Elster to
serve as his nominee and Christopher Learned, Assistant Superintendent, Business
Services, Acalanes Union High School District; to represent Contra Costa County
School Districts and the Contra Costa County Community College District. Both
Ellen Elster and Christopher Learned have indicated they will accept the
appointment. Ms. Ester is an original membera„of the Treasury Oversight Committee.
As a new member, the resume of Christopher Learned is attached.
Bette Boatmun, Chair, Contra Costa County Chapter of the'California Special
Districts Association, has re=nominated Alfred Granzella, President of the Board at
West County Waste Water District, to.serve a&jtheir representative. Mr. Granzella is
an original member of the Treasury Oversight Committee and will accept
reappointment.
Donald Bouchet, representing the Board of Supervisors, was Contra Costa County
Auditor-Controller from 1978 until 1991 when he retired. Mr. Bouchet was in the
Auditor-Controller's Office for 32 years and has served on the Treasury Oversight
Committee since its inception in 1996. Mr. Bouchet will accept reappointment if
nominated by the Board of Supervisors.
I cannot over emphasize the;need of having business and fixed-income investment
professionals serve on the Treasury Oversight Committee. Their advice and counsel
plus insights into current market conditions are{a valuable source of information.
