Districts)

.RECOMMENDED ACTION:
ADOPT the I-80 Integrated Corridor Mobility Project Resolution of Support, as recommended by the
Transportation, Water and Infrastructure Committee, Countywide. (All Districts)
FINANCIAL IMPACT
No financial impact to the County is expected as a result of this resolution.
BACKGROUND
The I-80 Integrated Corridor Mobility Project ("Project") encompasses approximately a 20 mile segment of
Interstate 80 from Crockett in Contra Costa County to Emeryville in Alameda County.In 2006,this freeway segment
ranked as the most congested location in the Bay Area in the AM peak in the annual analysis conducted by the
Metropolitan Transportation Commission. Given this level of traffic congestion along the Interstate 80 Corridor,the
California Transportation Commission ('CTC'') ranked the 1-80 ICM Project as one with the highest cost-benefit
ratio submitted for the Bond Act consideration, with a return-on-investment of less than one year in transportation
costs.
In January 2007, the Alameda County Congestion Management Agency(ACCMA) applied to the CTC for $87.7
million to fully fund the Project. Of the total cost,approximately$63.4 million is needed for the freeway component
and the remaining $24.3 million for the arterial and transit improvements included .n the Project.

In March 2007, the CTC considered the ACCMA's application and approved $ 55.3 million in funding from the
Corridor Mobility Improvement Account,which was created with the passage of Proposition 1 B,which enacted the
Highway Safety,Traffic Reduction,Air Quality,and Port Security Bond Act of 2006 ("Bond Act"). The Bond Act
directed approximately $4.5 billion in bond proceeds to be deposited into the Corridor Mobility Improvement
Account for allocation for performance improvements on highly congested travel corridors. The Bond Act also
directed$750 million to be deposited into the Highway Safety, Rehabilitation, and Preservation Account. Of that,
$250 million has been earmarked for the Traffic Light Synchronization Program and other technological
improvements to improve safety, operations and effective capacity of local streets and roads.
ACCMA, the Contra Costa Transportation Commission ("CCTA") and the West Contra Costa Transportation
Advisory Committee intend to collectively apply for $24.3 million from the Bond Act's Traffic Light
Synchronization Program to Rand the arterial and transit components of the Project. Local matching funds of$8.1
million, which ACCMA and CCTA plan to contribute, will make up the difference.
The ACCMA has asked for the resolutions of support from local agencies to accompany the application for funding
from the Traffic Light Synchronization Program. The attached resolution would set forth the County's support for
the Project and commitment to participate in planning activities.
CONSEQUENCES OF NEGATIVE ACTION
The County will not submit the Resolution of Support for the I-80 integrated Corridor Mobility Project to the
Alameda County Congestion Management Agency for use in collectively applying for the funds.

The Board of Supervisors of Contra Costa County RESOLVES THAT:
WHEREAS, Interstate 80 (1-80") is an integrated freeway, arterial and principal transportation
corridor from the Carquinez Bridge to the Bay Bridge Toll Plaza, a distance of approximately
20.5 miles, for the movement of people, goods, and services within Contra Costa and Alameda
counties; and
WHEREAS, Alameda County Congestion Management Agency ("ACCMA"), West Contra
Costa Transportation Advisory Committee ("WCCTAC"), Contra Costa Transportation
Authority ("CCTA"), California Department of Transportation District 4 ("Caltrans"), and
Metropolitan Transportation Commission ("MTC") (collectively the "Sponsoring Agencies"),
together with staff from Contra Costa County, the cities of Hercules, Pinole, San Pablo,
Richmond, El Cerrito, Albany, Berkeley, Emeryville, and Oakland, Alameda-Contra Costa
Transit District ("AC Transit") and Western Contra Costa Transit Authority ("WestCAT"),
jointly participated in the development of a Systems Engineering Management Plan ("SEMP")
and a Project Study Report ("PSR") defining the i-80 Integrated Corridor Mobility Project (1-80
ICM Project")- and
WHEREAS, the Sponsoring Agencies have identified overall goals of the I-80 Project as the
improvement of mobility, enhancement of safety and increase in efficiency for all modes of
travel along the corridor; and
WHEREAS, due to physical and environmental constraints along the Corridor there are no other
viable, short term roadway widening projects that can address congestion and mobility in the
Corridor; and
WHEREAS, other transportation and commute programs and projects are in place or are
planned in the Corridor; and
WHEREAS, the I-80 ICM Project has a total estimated cost of$87.7 million, $63.4 million of
which is for freeway improvements and the remaining $24.3 million of which would fund
improvements to arterials and transit; and

WHEREAS, with the support of the other Sponsoring Agencies, the ACCMA applied to the
CTC for finding for the I-80 ICM Project from funds generated by the Highway Safety, Traffic
Reduction, Air Quality, and Port: Security Bond Act of 2006 ("Bond Act"), approved by
California voters as Proposition 1.B on November 7, 2006; and
WHEREAS, the 1-80 ICM Project was ranked by the California Transportation Commission
("CTC") as one of the highest cost-benefit ratio projects submitted for the Bond Act
consideration, with a Return-On-Investment ("ROP') of less than one year in transportation
costs; and
WHEREAS, on March 15, 2007 the CTC approved $55.3 million in funding for the Freeway
component of the I-80 1CM Project from the Corridor Mobility improvement Account (CMIA),
leaving an unfunded amount of$8.1 million to be satisfied with local matching funds; and
WHEREAS, ACCMA and CCTA intend to provide the $8.1 million in local matching funds for
the freeway component of the I-801CM Project, with the understanding that local agencies along
the i-80 Corridor concur with the project elements and the funding plan; and
WHEREAS, ACCMA, OCTA and WCCTA intend to jointly pursue the remaining $24.3 million
needed for local arterial and transit components of the 1-80 iCM Project from the Traffic Light
Synchronization Program ("TLSP"), which provides Bond Act funding from the Highway
Safety, Rehabilitation, and Preservation Account;
NOW, THEREFORE, COUNTY OF CONTRA COSTA hereby:
L Supports the I-80 ICM Project as described in 1-80 Executive Summary attached hereto
as Exhibit A, with the understanding that the freeway component of the 1-80 IC.M Project
will not be implemented separately from the local arterial and transit components; and
2. Supports the primary goal of the I-80 ICM Project to deploy a comprehensive systems
management strategy in order to create a balanced, responsive and equitable system that
will monitor and control traffic and improve the safety and mobility of all users,
including transit customers; and
3. Agrees to participate in meetings to finalize the plans of the 1-80 ICM Project; and
4. Agrees to participate in the development of a Corridor System Management Plan
(CSMP), to preserve corridor mobility, as described in the CMIA Program Guidelines
adopted by the California Transportation Commission on November 8, 2006.

5. Supports the application of ACCMA, OCTA, and WCCTAC for$24.3 million in funding
for the local arterial and transit components of the 1-801CM Project from the Traffic
Light Synchronization Program ("TLSP") of the Bond Act.
