On this date, Federal D. Glover, Chair of the Board of Supervisors, invited the public to speak.
The following persons spoke:
Mr. Rollie Katz, Business Agent PEIU Local 1, told the Board the public needs earlier
notification of proposed job cuts.
The following was received via County e-mail:
Mr. Dick Archer, Richmond resident wrote stating citizens in parts of West County were
being charged erroneous taxes, measures and levies that do not properly apply to
properties.

It should be known, to the CCC Board of Supervisors, that there are some
cities in Contra Costa County including E1 Cerrito, Richmond, and San Pablo,
that have been charging some residents erroneous taxes, measures, amd levies
for services not provided. This involves several homes that happen to be
located where the town lines run through the property and the owners have two
parcels numbers. One for Richmond and the other for E1 Cerrito. Both these
cities have been charging these residents, in the case of Richmond, for sewer
taxes, but these residents are not even hooked up to the Richmond sewer
system. The staff at Richmond has been very helpful in acknowledging these
errors and told me they are in the process of sending out full refunds. We
shall see if they are good to their word.
In El Cerrito, they are charging the same fine folks for Storm drain systems
we are not connected to, El Cerrito Swim Center Measures but cannot use their
Swim Center, Street Lighting, street sweeping, and tree trimming and Park
service even thought we are not connected to the El Cerrito Street Light
District, nor do they trim our trees, or sweep our streets. We get, and pay
for all of those services from the City of Richmond. This is just the tip of
the iceburg. I have tried to resolve these issues with all the different
agencies involved. Some have acknowleged their errors and made corrections, at
least to me, but others are double-duking many. This is incompetence at least,
and may be deviant and illegal. This also include double taxes from AC Transit
and the WCCHCD. I ask you the please have someone who is in charge to look
into this, get the cities involved to quit lying, quit their back-pedaling,
are remove these erroneous taxes and fully refund everyone involed their !
due refunds. I have been asking the City of El Cerrito about these taxes 4
times now in 9 years and it's time they tell the truth and figure out what the
heck they are doing. Richmond and San Pablo too.
