LANGO, DIRECTOR OF GENERAL SERVICES ; COSTA DATE: MARCH 11, 2008 c°rra�a�r a� COUNTY SUBJECT: AUTHORIZE THE GENERAL SERVICES DIRECTOR, OR DESIGNEE, TO EXECUTE A CONTRACT WITH KITCHELL CEM IN THE AMOUNT OF $218,080 TO PROVIDE CONSTRUCTION MANAGEMENT SERVICES FOR THE EMPLOYMENT AND HUMAN SERVICES DEPARTMENT'S OFFICE REMODEL PROJECT AT 4545 DELTA FAIR BOULEVARD, ANTIOCH (WH394B) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE a Consulting Services Agreement dated March 11, 2008 through April 30, 2009 with Kitchell CEM ("Kitchell") in the amount of $218,080 to provide construction management services for the Employment and Human Services ("EHS") Department's Office Remodel project, 4545 Delta Fair Boulevard, Antioch. 2. AUTHORIZE the Director of General Services, or designee, to execute the agreement. FINANCIAL IMPACT Existing project funds, consisting of EHS appropriations and bond funds, will pay for the construction management services. BACKGROUND The 53,000 square foot county building located at 4545 Delta Fair Boulevard supports the CaIWORKS, Medi-Cal, Food Stamps, General Assistance, and IHSS (In Home Support Services) programs of the Employment and Human Services Department. The project involves a major remodeling of the building. The project will be completed in phases to maintain program operations. Swing space will be provided in temporary trailers and in available space at the adjacent county building at 4549 Delta Fair Boulevard. In June 2006, the project was presented to the Capital Facilities Committee and the Committee recommended proceeding with the project. In May 2007, a design-build contract in the amount of $5,057,106 was approved by the Board of Supervisors. Trailers have been placed at the jobsite and the construction phase will commence in March 2008. Because of the scale and complexity of the project, it is recommended that a professional firm provide construction management ("CM") services for the project. The services to be provided include schedule and budget management, project team coordination, preparing and monitoring documentation logs, and move-in and close-out coordination. Kitchell was selected through a competitive selection process.
