DATE: March 11, 2008 County SUBJECT: Contract with Interaction Associates, Inc., to assess and develop leadership effectiveness strategies for Employment and Human Services Staff. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Department Director, or his designee, to execute a contract with Interaction Associates Inc., not to exceed $50,000, to develop leadership effectiveness assessment and strategies for implementing an organizational model for the Employment and Human Services Department (EHSD) using The Leadership Effectiveness Analysis 3607M (LEA) assessment tool, for the period February 1, 2008 through December 31, 2008. FISCAL IMPACT: $50,000: County CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing; and, 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by assisting in the development of an EHSD Executive Team that will more cost effectively provide services to its client population. BACKGROUND: These services are a continuation of EHSD's development of a team oriented and goal driven Executive Team (ET) and mid-management staff, improving EHSD's ability to provide value-added and cost effective core services to EHSD and Community Services Bureau (CSB) clients. The Contractor will develop a leadership effectiveness assessment for each member of the EHSD ET and mid-management staff using "The Leadership Effectiveness Analysis 360*TM(LEA)" assessment tool, and outline steps to integrate the LEA model for all EHSD ET and mid-management staff into the EHSD Career Development Model.'
