SUBJECT: Workforce Investment Act (WIA) contracts to provide mandated in-school and out-of-
school WIA Youth Services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, on behalf of the
Workforce Development Board (WDB), to execute contracts with the agencies listed below, not to
exceed $180,000, for Workforce Investment Act (WIA) in-school and out-of-school Youth Services for
the period January 1, 2008 through June 30, 2008.

WIA Youth Services.
CHILDREN'S IMPACT STATEMENT:
Services to be offered through these contracts directly support two of the Children's Report Card
community outcomes: 1) "Children Ready for and Succeeding in School"; and, 2) "Children and Youth
Healthy and Preparing for Productive Adulthood".
BACKGROUND:
In December 2007, the Employment and Human Services Department, on behalf of the Workforce
Development Board of Contra Costa (WDB) and The Youth Council, awarded contracts under the open
bid process for in-school, out-of-school, and follow-up youth services as mandated by the Workforce
Investment Act (WIA). The Youth Council and WDB awarded contracts for these services to The
Williams Group, Inc., and Henkels and McCoy, Inc. Services include vocational assessment, job and
apprenticeship placements, employment credentialing, career preparation services, job retention
support, mentoring and individualized program planning, and Foster Youth Case Management Services.
