BACKGROUND: In January 2008, the Employment and Human Services Department Service Integration Program (SIT) received a two year grant to institutionalize the family case management model used by the County's two Family Resource Center. The work to be done on this project requires an expertise and knowledge of family case management, the Service Integration Program, Family engagement techniques, County government, and private funding. Ms. Armstrong worked closely with the County Administrator's office and Board of Supervisors to plan and implement the SIT program. The case management and family engagement tools developed by Ms. Armstrong are the current core operating tools for the SIT Program. The work of the new grant to revise the existing SIT system will require an intimate knowledge of how and why they were initially developed. Ms. Armstrong possesses this knowledge. 19-404-0
