Funding for these amendments are included in the Department's,.FY 2007-08 budget. No net County costs. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department's Head Start program supports three of Contra Costa County's community outcomes - Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low- income children throughout Contra Costa County. BACKGROUND: Contra Costa County receives funds from the California Department of Education to provide part-day and full-day State Preschool and Child Development services to program eligible County residents. In order to effectively reach a wider number of residents, the County contracts with a number of community-based organizations. On September 11, 2007 the Board approved a contract with Kids' Clubs dba. Antioch Partnership for Quality Childcare, Inc. to provide State Preschool / Pre-kindergarten Literacy services to program eligible County residents. On October 16, 2007, the Board approved State Preschool / Pre-kindergarten Literacy contracts with First Baptist Church of Pittsburg and Richmond Elementary School, Inc. All three of these contracts are in support of the Department's California Department of Education funded State Preschool and Pre-kindergarten Literacy contracts. In late 2007,:the Department was notified by the State of California about the California Department of Education cost-of-living adjustment to be applied to State Preschool and Child Development contracts. The State routinely applies these adjustments late in the fiscal year. The County, in turn, passes the cost-of-living adjustments to subcontractors who provide these services. On January 8, 2008 the Board approved the County's receipt of increased funds from the State for the State Preschool and Child Development programs, which includes the Pre-kindergarten literacy services. The contract amendments subject to this board order will be funded by the County's receipt of these funds. Approval of these contract amendments will allow continued provision of Pre- Kindergarten family literacy services.
