SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENTS WITH
COMMUNITY-BASED AGENCIES FOR STATE PRESCHOOL
SERVICES

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute amendments to the below noted contracts to increase the payment limits for a Cost-
of-Living adjustment in the State Preschool programs, as authorized by the State of
California, with no change to the term July 1, 2007 through June 30, 2008. (All Districts)
(Budgeted, 100% State funds)

State Preschool COLA /contract amendments March 11,2008
FISCAL IMPACT:
These contract amendments are funded via the County's receipt of funds from the
California Department of Education. Funding for these amendments are included in the
Department's FY 2007-08 budget. No net County costs.
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND: .
Contra Costa County receives.funds from the California Department of Education to
provide part-day and full-day state preschool and center childcare services to program
eligible County residents. In order to effectively reach a wider number of residents, the
County contracts with a number of community-based organizations.
On June 26, 2007 the Board approved contracts with Cambridge Community Center,
First Baptist Church of Pittsburg, and Kids' Clubs dba. Antioch Partnership for Quality
Childcare, Inc. for the agencies to provide State Preschool services at their facilities to
program eligible County residents. The contracts are in support of the Department's
California Department of Education funded State Preschool and Child Development
contracts.
In late 2007,!the Department was notified by the State of California about the California
Department of Education cost-of-living adjustment to be applied to State Preschool and
Child Development contracts. The State routinely applies these adjustments late in the
fiscal year. The County, in turn, passes the cost-of-living adjustments to subcontractors
who provide these services. On January 8, 2008 the Board approved the County's
receipt of increased funds from the State for the State Preschool and Child
Development programs. The contract amendments subject to this board order will be
funded by the County's receipt of these funds.
