(All Districts) Project No. 4500-665154 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Francisco & Associates, Inc., in the amount of$75,000 for assistance in administering the County's Pipeline Franchise Fee Program for various projects, for the period March 15, 2008 through December 31, 2010, Countywide. FISCAL IMPACT: Funding for the contract will be provided from the franchise fee program revenue the County receives. The cost of the contract is expected to be offset by increased revenue collection and improved program administration. (All Districts) Project No. 4500-6G5154 DATE: March IL. 2008 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: Francisco&Associates. Inc.was hired in 2001 to prepare a countywide diagram of all franchise pipelines,organize the County's pipeline franchise agreements, prepare franchise fee invoices and initiate the collection of those balances, and provide other administrative services. Upon recent outreach, Francisco&Associates, Inc. is still the most qualified consb1tant. CONSEOUENCES OF NEGATIVE ACTION: Not approving the ceintract would result in a less effective and efficient administration of the Contra Costa County Pipeline Franchise Agreements as required by California Public Utilities Code and other legislation concerning franchise agreements.
