SUBJECT: JUVENILE JUSTICE DEVELOPMENT PLAN AND YOUTHFUL OFFENDER
BLOCK GRANT APPLICATION

RECOMMENDATION
ADOPT Resolution No. 2008/approving and authorizing the County Probation Officer, or designee, to submit the County's
Juvenile Justice Development Plan(JJDP) to and accept$443,277 in Youthful Offender Block Grant (YOBG) funding from the
State of California,Corrections Standards Authority(CSA)pursuant to Welfare and Institutions Code 1950 through 1962.
FISCAL IMPACT
$443,277 in State Youthful Offender Block Grant revenue.
BACKGROUND
Senate Bill 81 was approved and signed by the Governor on August 24, 2007..to_provide_a..framework-.for_the. shift- of
responsibility of certain.non-violent juvenile offenders to counties. Commencing September 1,2007,counties will be permitted
to commit to state detention facilities, administered by the Division of Juvenilejustice-(DJJFOnly--those adjudicated-for an-
offense defined in Welfare and Institutions Code Section 707(b). All other youthful offenders, with the exception of sex
offenders,must remain at the local level for programming and supervision.
Section 1961 requires that counties provide a Juvenile Justice Development Plan for youthful offenders who have committed an
;offerise not described in subdivision(b)of section 707 and are in the custody of the county September 1,2007.This plan must be
.submitted as required by the California Corrections Standards Authority (CSA) on or before January 1, 2008. The Probation
Department has developed a secure residential program,which will utilize an integrated approach and encompass evidence based
assessment,treatment,and evaluation methods.The program will be implemented in two phases. Phase 1 will be located in one of
the eight active living units in Juvenile Hall, and the program components will be restricted by the security policies currently in
lace.This phase will require the addition of three Probation Counselors to facilitate the rehabilitative programming component of
the program. This phase will also add three Deputy Probation Officers who will provide intensive supervision to those
transitioning to their home community. Each DPO will be assigned geographically. The program also includes collaborative
partnerships to meet the'treatment needs of these youthful offenders. Phase II of implementation will begin when the program is
able to move into the Tamalpias unit located on the Juvenile Hall complex.This unit is better suited for housing and rehabilitative
programming.

WHEREAS, the Board of Supervisors of the County of Contra Costa approves the
Juvenile Justice Development Plan and accepts the Youthful Offender Block Grant
funding.
NOW, THEREFORE, BE IT RESOLVED that the County Probation Officer of the County
of Contra Costa, Lionel D. Chatman, is authorized to submit the County's Youthful
Offender Block Grant Application and related contracts, amendments, or extensions with
the State of California that forms the Juvenile Justice Plan
BE IT FURTHER RESOLVED that the County of Contra Costa Juvenile Justice
Development Plan has been developed, reviewed, and provided to the Corrections
Standards Authority in a format determined by the Corrections Standards Authority.
BE IT FURTHER RESOLVED that the County of Contra Costa will adhere to the
requirements of Welfare and Institutions Code Sections 1950 through 1962 regarding the
use of Youthful Offender Block Grant funds and the specified uses detailed with the
submission of the County's Juvenile Justice Development Plan,
