these organizations have provided very valuable services that have enabled many frail and
disabled seniors to remain in their own homes, the drawback of the current efforts is they have
been primarily successful in the more affluent areas of the County. The purpose of the New
Freedom Grant is to build upon the successes of the existing volunteer driver programs by
providing the means to modify these programs to enable them to expand into the less affluent
areas of the County were the population is considered low-income and/or where there is a large
percentage of non-English speaking seniors.
