Cal 't, County DATE: March 11, 2008 rq Cpp-- SUBJECT: P300 # 20545-Public Works Department SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution Number 20545,to re-title the class of Budget and Projects Coordinator(ADSF) ;to Program/Projects Coordinator(ADSF), and add(1)full time permanent Program/Projects Coordinator(ADSF) )osition at salary level B821771 ($6,232-$7,977)to the Public Works Department as recommended by the Assistant County Administrator-Human Resources Director. FISCAL IMPACT: Upon approval,this action will result in an annual cost of$149,240.76 which will be funded by assessment and drainage fees and road funds. This action will result in no net County cost. BACKGROUND: The Public Works Department has requested the addition of this position to manage and supervise the Special Districts Unit within the Public Works Department. The Special Districts Unit is-responsible for planning, developing, operating, and maintaining the County's Parks and Recreation Programs, Street Lighting, Roadways, Landscaping, and Sewer and Water Districts and acts as a facilitator between the County and various other agencies. This position will be responsible for directing the day to day activities of the Special Districts Unit; coordinating various services in the Special Districts Unit, which includes program planning, administration, evaluation, and budgeting; conducting research and analysis of complex issues and problems: and keeping current on legislation, regulations and court decisions related to the Special Districts Unit. Currently, the Department has been utilizing the Associate Civil Engineer classification to manage the Special Districts Unit and after a thorough review of the duties allocated to this position, Human Resources has been determined that the Associate Civil Engineer classification is not the appropriate classification, thus leading to the recommendation to add a Program/Projects Coordinator position. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved,the Department will continue to utilize an inappropriate lassificatiorjo m=S ' s Unit within the Public Works Department.
