(Safe Routes to School Grant and Local Road Funds) (District 1) [CDD-CP# 07- 69]Project No.: 0662-6R421 1 DATE: March 11, 2008 PAGE: 2 of 2 FISCAL IMPACT: There is no impact to the County General Fund. The estimated project cost is$271,000 and will be funded by Safe Routes to School Grant (68%) and Local Road Funds (32%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The project consists of the minor alteration of the sidewalks on both sides along Tara Hills Drive. The alteration will create a pedestrian path-of-travel between Brian Road and Cornelius Drive that will be American with Disabilities (ADA) compliant. This project will provide greater access along this section of Tara Hills Drive for individuals with mobility difficulties, and simultaneously provide better access for pedestrian traffic. The project will construct two ADA compliant ramps along the North side of roadway to upgrade current pedestrian crosswalks. The constriction on the south side of the roadway will consist of minor alteration to curb ramps at nine intersections (see Fig. 4) along Tara Hills Drive between Brian Road and Cornelius Drive to ensure they are ADA compliant. The construction will consist of saw cutting, pavement removal, base rock replacement and compaction, formwork construction, concrete replacement, and the relocation of two storm drains (south side corners of Killarney Road) to accommodate the installation of curb ramps. Some residents have encroached into the County's right of way with landscaping, and fencing. The resident's strictures and landscaping that has encroached on County property will be removed to accommodate the project. Residents affected by the curb ramp project will be notified before the constriction begins. In order to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. No tree removal will be necessary. At least one lane of traffic will be open at all times during construction activities. Real property transactions, including right-of-way acquisition may be necessary in support of this project. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
