FISCAL IMPACT No General Funds were utilized. Redevelopment Agency funds are used to staff the PAC. BACKGROUND/REASONS FOR RECOMMENDATIONS Board policy requires that regular and ongoing board,commission,or committees shall annually report on its activities,accomplishments;membership attendance,required training/certification,and proposed work plan or objectives for the following year. The annual report is included at Att chment A. II. Accomplishments: The PAC has had some major accomplishments, including the receipt of the California Redevelopment Association Award of Excellence for the North Broadway Revitalization Project; the 2007 bond issuance; release of a Draft Environmental Impact Report for the Bay Point Waterfront; initiation of a Redevelopment Plan Amendment; Completion of the Orbisonia Heights Relocation Plan; Habitat for Humanity application; initiated land assemblage of Orbisonia Heights Area; sponsored walkability workshop; and followed status of code enforcement issues at Grover's Bar, apartment complex on Bella Monte Avenue, and other sites in Bay Point. The PAC also recommended guidelines for a residential rehabilitation Loan Program. III. Attendance: The PAC began the year with two new members, Chris Komari and Judy Dawson. All seats were filled and terms for the existing seats were extended. Debra Mason was appointed Chair and Sterling Stevenson was appointed Vice Chair on January 1.0, 2007. Additional members of the PAC include Mark Sullivan, Lloyd Mason, and Dorothy Siegfried. The regular meetings for March, July and November were cancelled, resulting in nine meetings in 2007. The current PAC members have fully participated in meetings, workshops, and subcommittees, as needed. PAC members Mark Sullivan, Dorothy Siegfried, Chris Komari, and Sterling Stevenson each had one absence from scheduled meetings. IV. Training/Certification: The PAC members participated in the required training. The two new members have also submitted their training certifications to staff. V. Proposed Work Plan/Ob_iectives for Next Year: The work plan/objectives for next year include working on the implementation of the Waterfront Plan and Pittsburg/Bay Point BART Station Area Specific Plan. Implementation of the Specific Plan involves the acquisition of properties in the Orbisonia Heights area and reissue of a developer request for qualifications/proposals. The Waterfront project involves review of a Draft Environmental Impact Report and processing a General Plan Amendment. The PAC will also continue to implement the Community Group.Funding Program for neighborhood beautification projects,initiated by volunteer groups in Bay Point. This activity will both enhance the physical image of Bay Point, and develop the capacity and financial resources of community groups.
