APPROVE allocating $50,000 in FY 2007/08 CCFuture Funds to Monument Futures to help finance the development and operation of the Monument Economic Opportunity Center, as recommended by the Family and Human Services Committee. 2. APPROVE and AUTHORIZE the Deputy Director–Redevelopment, or designee, to execute a contract with Monument Futures in an amount not to exceed $50,000 for facility rent and improvements ' including accessibility, electrical, and space configuration, to meet current and future programming needs for the period of March 12, 2008 through December 31, 2008, as recommended by the Family and Human Services Committee. CCFuture Funds are generated from the transient occupancy tax from the Renaissance/Club Sport Hotel in the unincorporated Contra Costa Centre area. BACKGROUND/REASONS FOR RECOMMENDATION Background: The CCFuture Fund was created in 2003 when the Board of Supervisors (Board) earmarked a portion of the transient occupancy tax from the Renaissance/Club Sport Hotel in the unincorporated Contra Costa Centre area for early intervention and prevention programs that reduce high cost crisis/safety net services. The mission of the CCFuture Fund is to: invest in programs and services that are results-based, family-oriented, collaborative, and available at critical points in the lives of children and families, thereby improving family functioning and reducing the high costs of dependency. The Concord Community Economic Development Organization, Inc., d.b.a. Monument Futures, a 501(c)(3) nonprofit agency, requests $50,000 from the CCFuture Fund to help finance the development and operation of the new Monument Economic Opportunity Center (MEOC). The grant will be used to expand (moving into an adjacent vacant space approximately 1,035 square feet) and remodel the agency's existing facility located at 2699 Monument Boulevard in Concord to accommodate additional workforce, asset and business development programs. CCFuture Funds will be used to pay rent, including utilities and maintenance costs for the expanded facility, and to help finance a portion of proposed remodeling of the building to maximize the Center's utility for current and future programming. Monument Futures' vision is for the Monument Corridor neighborhood to become a connected community with a vibrant economy, where residents have the chance to make rewarding economic and social choices. Its mission is to provide people who live or work in Monument Community with the means to develop the confidence, competence, connections and capital necessary to improve family functioning. Working in collaboration with residents, businesses and service sector agencies, Monument Futures (1) provides workforce and leadership development programs in the trades and technology, (2) partners to connect residents and business owners with other social and economic opportunities and (3) promotes economic leadership and civic engagement among all of our participants and policy change at the local level. Programs are offered in English and Spanish for both men and women. Current program areas are: Trade Skills Training /Civic Integration; Technology Training and Adult Vocational Literacy; and Economic Leadership Development and Policy Change. Monument Economic Opportunity Center(MEOC): The MEOC is a unique partnership consisting of two community based organizations(Monument Futures and Housing Rights, Inc.), Supervisor Susan Bonilla, the City of Concord, other collaborating nonprofits and various corporate sponsors. Additional potential partner organizations include Diablo Valley College and the Women's Initiative for Self-Employment. Through a series of public/private partnerships and strategic alliances, MEOC will develop and implement programs focused on connecting the Monument community with private sector resources, and empowering under-served communities throughout Central Contra Costa County. The MEOC will emphasize the hidden assets of low-income neighborhoods, such as market potential and untapped purchasing power, unique small businesses, and talented local entrepreneurs. The mission of MEOC, through (1) partnership, (2) investment, (3) lending, (4) practical education, (5) technical assistance, (6) advocacy and outreach, is to strengthen and promote educational, social, and asset growth within the Monument Community. The MEOC will be a full service educational and asset development center where individuals will gain socio-economic improvement through attainment of literacy, trade, asset development, and entrepreneurial skills. CCFuture Funds: Monument Futures will use CCFuture Funds to help pay the rent for the expanded facility (approximately $30,000) through December 2008, and to help finance various tenant improvements (approximately $20,000). Proposed improvements include making the facility more accessible, upgrading the electrical system, and renovating the interior spaces to meet current and future programming needs. Family and Human Service Committee Recommendation: At its meeting on February 25, 2008, the Family and Human Services Committee (FHS) approved Monument Futures' request for CCFuture Funds to help finance the development of the Monument Economic Development Center and directed staff to forward its recommendation to the full Board.
