Contra Costa County Case #C06-05432 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: CONTRA COSTA COUNTY Receive this report concerning the final settlement of Kristy Linkenhoker and authorize payment from the general liability trust fund in the amount of $85,000. BACKGROUND/REASONS FOR RECOMMENDATION: Attorney S.D. Narayan, defense counsel for the County, has advised the County Administrator that within authorization, an agreement has been reached settling the general liability claim of Kristy Linkenhoker v. Contra Costa County. The Board's January 22, 2008 closed session vote was Supervisors Gioia, Uilkema, Bonilla, Piepho, and Glover —Yes. This action is taken so that terms of this final settlement and the earlier January 22, 2008 closed session vote of this Board authorizing its negotiated settlement are known publicly. For one hundred twenty five years, the Lincoln Child Center's mission has been to enable vulnerable and emotionally troubled children and their families to lead independent and fulfilling lives; and WHEREAS, The Lincoln Child Center was established in 1883 and the children who passed through its doors were orphans or children of parents who could no longer provide for them, and one hundred twenty five years later, the Lincoln Child Center is still leading the way in serving the needs of our county's most vulnerable citizens; and WHEREAS, The Lincoln Child Center is both a school for approximately ninety students and a residential care program for fifty youngsters who cannot live with families because many troubled children are estranged from their homes for their own safety, and the Lincoln Child Center has become the temporary family and home for these children; and WHEREAS, The residential programs of Lincoln Child Center provide excellent structured care, extensive counseling, and a sense of belonging to enable the children to return to their own homes, kinship families, or foster care; and WHEREAS, The Lincoln Child Center has expanded its services into the community with prevention and early intervention programs for at -risk children, and all of their programs and support systems are designed to encourage positive life choices, improve self-confidence, promote healthy development and strengthen the family. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County hereby extends congratulations to the Lincoln Child Center for one hundred twenty five years of selfless service to children and their families, giving them a place grow and thrive. BONILLA District IV Supervisor I hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown: ATTESTED: February 5, 2008 JOHN CULLEN, Clerk of the Board of Supervisors and County A inistrator By © Deputy IN THE MATTER OF RECOGNIZING RESOLUTION NO. 2008/74 MICHAEL ANGELO SILVA ON THE OCCASION OF HIS 30 YEARS OF SERVICE TO CONTRA COSTA COUNTY WHEREAS, Michael Angelo Silva started working for the County as a Building Inspector I for the Building Inspection Department on January 3, 1978, and after working for 6 years in the New Construction Division performing inspections, Michael Angelo was assigned to work for the Neighborhood Preservation Program; and WHEREAS, Michael Angelo was promoted to a Senior Building Inspector on February 1, 1998, and as his responsibilities increased in the Department, he was promoted to Principal Building Inspector on February 7, 2000; and WHEREAS, on August 13, 2001,: Michael Angelo became the Chief of the Property Conservation Division; and WHEREAS, as the current Chief of the division, Michael Angelo manages the Code Enforcement program for the County as well as the Neighborhood Preservation Program, the Weatherization Program, the Residential Rental Inspection Program and the Mobile Home program, and the division has grown over the years and now numbers 38 employees; and WHEREAS, Mike is most proud of the impact that the Neighborhood Preservation Program and the Weatherization program have had on the lives of low income families. Michael Angelo says that the County is at its best when he sees the happy faces and smiles of these families after their homes have been remodeled, fixed, and brought up to code. Michael Angelo says, "There's nothing more satisfying".He also says, "This is what the County is all about ... Making a difference"; and WHEREAS, thousands of families have been helped through the Neighborhood Preservation Program throughout his career; and WHEREAS, Michael Angelo has taken a division that had an "Us and Them" attitude and made it a team with the rest of the Department by creating and supporting management/employee teams to look at issues and enhance effective communications. As a result, employees have felt empowered and validated; thereby,_ bringing about change in their attitude and morale. This has led to better -written procedures and policies on a variety of subjects that have developed consistency and a sense of fairness not only in his division but also throughout the whole department; and WHEREAS, Michael Angelo Silva is a skilled, loyal and conscientious manager who exemplifies the ideal manager. He ensures diversity and tolerance in the work place, has a managing style that encourages teamwork, and facilitates strong bonds between fellow employees as well as other divisions in the department.
