RECOMMENDATION:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract with Dr. Robert Sargent, a Self-Employed Individual, in an amount not to
exceed $42,000 to provide psychological evaluations to Advocacy clients and Mental Health
Status Evaluations and Substance Abuse Counseling for General Assistance Clients for the
period July 1, 2007 through June 30, 2008.

CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by providing counseling services to CaIWORKs
and their children.
BACKGROUND:
The Advocacy Program assists disabled individuals to apply for SSI/SSP. The Psychological
Evaluations are used as disability verification and used as evidence to be provided to the Social
Security Administration. The Advocacy Program has been successful in supporting General
Assistance clients through the original SSI Application, Denial Reconsideration and Hearing
Process.
The Mental Health Status Evaluations for General Assistance (GA) clients are required to
determine if GA clients are fully able to participate and meet GA program requirements. The
Substance Abuse Counseling is a program designed to identify and evaluate GA clients who
may be addicted to substance abuse and need to be referred for treatment.
