SUBJECT: Contract with Consumer Credit Counseling Services of the East Bay
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract with Consumer Credit Counseling Services of the East Bay in an amount not
to exceed $64,500 to provide consumer education and money management services to
CalWORKs participants for the period July 1, 2007 through June 30, 2008.
FISCAL IMPACT:
$64,500: CalWORKs funding (15% County; 85% Federal)
CHILDREN'S IMPACT STATEMENT:
This contract supports two of the community outcomes established in the Children's

SUBJECT: Contract with Consumer Credit Counseling Services of the East Bay
Safe, Stable and Nurturing," by providing money management education and removing
barriers to self-sufficiency.
BACKGROUND:
Consumer Credit Counseling of the East Bay provides consumer education and money
management services to Employment and Human Services Department's (EHSD) California
Work Opportunity and Responsibility to Kids (CaIWORKs) participants in offices countywide.
Services include Break The Cycle Workshops providing instruction related to credit and budget
management skills, understanding credit, income and expenses, daily living expenses and
planning, and credit report information. The purpose of the program is to reduce barriers to self-
sufficiency and encourage independence by referring participants to supportive resources.
Consumer Credit Counseling of the East Bay has more than thirty-five years of experience
providing financial counseling and debt management to the low-income population. Services
under this contract will assist CaIWORKs participants to improve their personal financial crisis
and remove barriers to long-term employment retention and housing.
