SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with The San Francisco Foundation Community Initiative Fund, a non-profit corporation, in an amount not to exceed $39,500 to continue to provide KPIX TV Foster and Adoptive Parent Recruitment during the period July 1, 2007 through June 30, 2008. FISCAL IMPACT: $39,500 Foster Training and Recruitment (AB 2129): 50% State ($19,750); 50% Federal ($19,750). BACKGROUND: The San Francisco Foundation Community Initiative Fund provides fiscal oversight for the Community Task Force on Homes for Children. The Community Task Force on Homes for Children has an overall budget of$151,000 for FY 2007/2008. Contra Costa County, Alameda County, San Mateo County, and the State of California's Adoptions Branch will share a budget allocation of $39,500 each to support KPIX-5 TV segment(s) for Evening Magazine, "Bay Area Homes for Kids" recruiting foster and adoptive parents. In addition to producing and airing the Evening Magazine segments, services under this contract include: 1) staffing a hotline to respond to calls and inquiries generated from the Evening Magazine segment(s); 2) referrals to the appropriate counties; 3) developing and maintaining a database on phone callers and e-mail inquiries for tracking purposes; 4) evaluation and assessment; and 5) trainings for Bay Area counties on adoption and foster communication strategies.
