SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on
behalf of the Workforce Development Board, to execute a contract amendment with Family
Stress Center, a non-profit corporation, effective May 1, 2007, to increase the payment limit by
$34,500 to a new payment limit of$270,913 with no change in the term of October 1, 2006
through June 30, 2007, to provide ongoing out-of-school youth Workforce Investment Act
services and one-stop youth case management services.
FISCAL IMPACT:
$270,913: No County Costs; 100% Workforce Investment Act (WI unding

Case Management Services
CHILDREN'S IMPACT STATEMENT:
This contract supports two of the community outcomes established in the Children's Report
Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood".
BACKGROUND:
This amendment covers the additional costs of providing case management and supportive
services to 20 out-of-school foster youth enrolled in the Career Pathways/Bridges program at
Los Medanos Community College. The intensive 14 week program is designed to take youth
with a reading level 8th grade or below and bring them to a 10th grade or above level by the end
of the 14 weeks. There is also a job training component to the program.
