RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract with Kroll Laboratory Specialists, Inc., a Louisiana Corporation, in an amount
not to exceed $475,000 to provide court ordered drug testing for the period July 1, 2007 through
June 30, 2008
FISCAL IMPACT:
$475,000: 30% County Funds; 70% State non-federal Title IV-B Funding

Abuse Drug Testing
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School'; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families."
BACKGROUND:
Random substance abuse testing and Sweat Patch testing are court-required services and are
ordered as part of the client service plan. Laboratory results are submitted for inclusion in the
Court Hearing(s) on Child Welfare Family Maintenance and Reunification cases. Services
include ensuring the availability of specimen collection sites in West, Central, and East regions
of the County, screening test specimens using three different laboratory test systems, providing
"on-demand" sample testing when requested by the County's Employment and Human Services
Social Worker, and providing monthly statistics for clients referred to substance abuse testing.
As more clients comply with their court ordered substance abuse testing, the Contractor is
providing increased services. The amount of the contract requires an increase in the funding
level to pay for court order substance abuse services.
