SUBJECT: AUTHORIZATION TO EXECUTE AGREEMENT AMENDMENT WITH
THE STATE DEPARTMENT OF COMMUNITY SERVICES AND
DEVELOPMENT FOR ENERGY ASSISTANCE AND WEATHERIZATION
SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment& Human Services Director, or
designee, to execute an agreement amendment with the State Department of
Community Services and Development for weatherization services, to decrease the
payment limit by $4,856 to a new payment limit of$808,844 with no change to the
term of January 1, 2007 to December 31, 2007. (No County match) (All Districts)
FISCAL IMPACT:
This budget change will be reflected by future appropriation to the Department's FY 2006-07 and
FY 2007-08 budgets.

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's Head
Start program supports two of Contra Costa County's community outcomes: "Children Ready for
and Succeeding in School" and "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout Contra
Costa County.
BACKGROUND:
On January 23, 2007, the Board of Supervisors approved agreement 07B-5406 with
the California Department of Community Services and Development to accept funds
for the Low-Income Home Energy Assistance Program (LIHEAP) and Weatherization
Program (WEX). Since the agreement was executed, the State experienced a
reduction in funds for the Weatherization program. This board order approves and
accepts the agreement amendment.
