County J Sra�6"vn1`q DATE: May 9, 2007 SUBJECT: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute an interagency agreement with the City and County of San Francisco for the distribution of fiscal year 2006 Urban Area Security Initiative Grant Program funds. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute an interagency agreement with the City and County of San Francisco for the distribution of fiscal year 2006 Urban Area Security Initiative Grant Program funds for an amount up to $1,387,787 for the period of August 23, 2006 through December 31, 2007. FINANCIAL IMPACT: No County Costs. Revenue; 100% US Department of Homeland Security Urban Area Security Initiative Grant Program funding through the City and County of San Francisco, the grant fiscal agent. BACKGROUND: The US Department of Homeland Security identified 35 urban areas for targeted homeland security efforts throughout the country through the Urban Area Security Initiative Grant Program (UASI). Urban Area Security Initiative Grant Program (UASI) funds address the unique planning, equipment, training, and exercise needs of high threat, high density urban areas, and assist them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism. California is home to five of these urban areas and the Bay Area UASI, for which the City and County of San Francisco is the fiscal agent, has received a total of$28,320,000. The Office of the Sheriff has been participating with the other nine Bay Area counties, the cities of San Francisco, Oakland and San Jose, and with the State of California Office of Emergency Services Region II as part of the Bay Area UASI. The targeted UASI homeland security funding for the County is to develop interoperable communications between the County and other Bay Area UASI members, and to perform information sharing and collaboration and citizen preparedness.
