SUBJECT: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept the
2007 Buffer Zone Protection Program Grant from the Governor's Office of Homeland Security
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Sheriff, or designee, to apply for and accept the 2007 Buffer Zone Protection
Program grant from the Governor's Office of Homeland Security in an amount not up to $192,500 for the period
January 1, 2008 through March 31, 2009 to reduce the vulnerability of identified critical infrastructure.
FINANCIAL IMPACT:
No County Costs. $192,500; Revenue from the Governor's Office of Homeland Security.
BACKGROUND:
On May 10, 2007, the US Department of Homeland Security announced a total of$48.5 million in Buffer Zone
Protection Program (BZPP) Grants throughout the country to build security and risk-management capabilities at
the state and local level to secure critical infrastructure and key resources. $4.65 million was awarded to the
State of California. The Governor's Office of Homeland Security is the pass-through entity for the Federal
funding. The Governor's Office of Homeland Security announced $192,500 in grant funding to build security
and risk-management capabilities at the Dow Chemical Company, Pittsburg site. The Contra Costa County
Office of the Sheriff-Coroner is the operational area fiscal agent for previous BZPP grants. The Governor's
Office of Homeland Security has asked that the County serve as the pass-through entity and fiscal agent for
these grant funds although the 2007 grant targets funding for a single facility in the jurisdiction of the City of
Pittsburg.
