RECOMMENDATION:
ADOPT Position Adjustment Resolution Number 20327, establishing the classifications of Director of Safety and
Performance Improvement(unrepresented)and Assistant Director of Safety and Performance Improvement
(unrepresented), allocate them to the salary schedule, and add one position in each of the new classes.
FISCAL IMPACT:
Funding composed of a combination of grant revenue, external third party revenue and County General Fund.The
estimated first year cost is$231,134. Total annualized cost of this action will be approximately$385,223. First year
costs will be lower due to time frames involved in recruiting for and filling these positions.
BACKGROUND:
The Health Services Department is requesting the creation of the new classifications and the addition of these

positions due to the findings of an audit performed by CMS(Centers for Medicare and Medicaid Services)in
September 2006.The audit found that Contra Costa Regional Medical Center was out of compliance in a number of
areas, including quality assurance and performance improvement plans. CCRMC responded to the findings by
submitting a plan of corrections to CMS, which includes the creation of a Quality Management Division within the
Hospital. This action is necessary to staff the Division so that CCRMC is in compliance with quality assurance and
performance improvement requirements set forth by CMS.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, Contra Costa Regional Medical Center will not be able to staff the Quality
Management Division, which would result in noncompliance with the criteria set forth by the CMS(Centers for
Medicare and Medicaid Services) audit.
