(Flood Control Zone 3B Funds) (District III) [CP# 07-10] Project No. 7520-6B9355 DATE: June 05, 2007 PAGE: 2 of 2 FISCAL IMPACT: There is no impact to the County General Fund. The estimated project cost is $53,000.00 and is funded by Flood Control Zone 3B. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of this project is to desilt the Pine Creek box culvert between the Pine Creek Detention Basin and Pine Creek. Pine Creek Detention Basin box culvert is approximately half full of silt. The Division of Safety of Dams met with Contra Costa County on October 11, 2006 and has requested that the box be desilted. As time passes, more sediment builds up at the bottom of the culvert causing increasing difficulties for the maintenance of the culvert. The desiltation will allow a higher flow within the culvert and cleaner flow from the Detention Basin to Pine Creek. The project will desilt an 8 ft. x 8 ft. box culvert that spans approximately 250 ft. in length from the basin to the mouth of Pine Creek. The trash rack located on the southern end will need to be desilted so that the flows will transition smoothly into the box culvert. The creek bed upstream and downstream of the box culvert will also be desilted to remove the silt and debris that has accumulated over time and to conform the stream channel to upstream and downstream reaches. Sediment from approximately 150 feet upstream and 150 feet downstream of the culvert,including 100 feet from a tributary will be scooped out. Approximately 1220 cubic yards of silt will be removed from the project site. The impacted area(including the culvert) will be 0.1 acre. Dewatering is not anticipated since the creek is typically dry during the summer months. Although not anticipated, trimming and/or removal of existing trees may be necessary for the construction of this project. Right-of-way utilities may be needed and utilities may need to be relocated. The project will not result in the removal of any scenic resource. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
