FISCAL IMPACT: Funding for this item will be from County Service Area EM-1 Zone A funds, which are designated for EMS system enhancements benefiting the San Ramon Valley area. There is no General Fund impact. While the existing carts provide first responder access, an ambulance vehicle must be brought in when patient transport is required. The proposed EMS carts will enable District paramedics to transport a patient to an accessible ambulance site significantly reducing overall transport time to hospital emergency care. County Service Area (CSA) EM-1 (Measure H) provides a funding source to support paramedic services and other EMS system enhancements. The CSA is divided into two zones for the purposes of assigning levies and allocating funds. Zone A covers the territory of the San Ramon Valley Fire District. Zone B covers all the remaining areas of the County. Annual CSA EM-1 charges are $3.94 per benefit unit or single family residence for Zone A and $10.00 for Zone B. The lower charge in Zone A reflects the fact that certain EMS enhancements covered by the CSA EM-1 levies in Zone B are funded by other revenue sources in Zone A. While San Ramon Valley Fire is the sole paramedic provider in Zone A and provides ambulance service under an agreement with the County, the District does not receive a CSA EM-1 paramedic subsidy.
