Rupf, Sheriff-Coroner County 03 spq cd"un'fq _ DATE: May 14,2007 SUBJECT: APPROVE and AUTHORIZE the Purchasing Agent to issue a bid notice for an armored vehicle for the Office of the Sheriff-Coroner to be purchased with 2006 State Homeland Security Grant funds. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Purchasing Agent to issue a bid notice for an armored vehicle for the Office of the Sheriff-Coroner to be purchased with 2006 State Homeland Security Grant funds. FINANCIAL IMPACT: No County Costs. 100% of the cost of purchase will be paid through the 2006 State Homeland Security Grant. BACKGROUND: The Sheriffs Office does not have an armored vehicle. Vehicles currently used to transport response personnel, such as the Mobile Multi-disciplinary Field Force (MMFF) and Special Weapons and Tactics (SWAT) Team, are not ballistically capable of protecting occupants from direct fire, indirect fire, or blast effects, or for detecting hazardous material effluence. Over the past seven months the Sheriffs Office has attempted to obtain decommissioned"Peacekeeper" and high mobility multi-wheeled vehicles (HMMWVs) through the Defense Reutilization Management System (DRMS) at no or low cost. The "Peacekeeper", a vehicle formerly used by the U.S. Air Force and decommissioned in the 1990's, cannot be found through DRMS. The HMMWVs (M- 998, M-1038) do not provide ballistic protection. The HMMWV M-1114 is not available through DRMS as it is fielded and in short supply for the US military. The armored vehicle the Sheriffs Office requests a Lenco Armored Vehicle BearCat. Several agencies in California use the BearCat. Los Angeles County Sheriffs Office reports that the Lenco BearCat is their most used armored vehicle because of its size and versatility. The BearCat can carry up to ten personnel, withstand direct fire from up to 7.62mm caliber weapons, and it has the ability to withstand improvised explosive devises and blast effects. Moreover, it features the ability to detect explosive gasses and radiation—key capabilities required for responding to hazardous materials incidents. The State Homeland Security Grant requires the local operational area have a grant coordinating committee. This committee for the operational area that makes up Contra Costa County, is represented by the Sheriff s Office, Health Services Department, Contra Costa County Fire District, San Ramon Fire District, and the City of Walnut Creek. This committee, called the Gang of Five, approved recommending the purchase of the Lenco BearCat. In accordance with grant regulations, the Sheriffs Office is requesting sole source purchase authority from the Governor's Office of Homeland Security (OHS). If this purchase is approved by the Board of Supervisors and OHS, the armored vehicle will be available across jurisdictions throughout the County. The purchase of the Lenco BearCat will increase the capability of the Sheriffs Office and allied agencies in the County to respond to hazardous materials incidents, violent incidents and hostage situations.
