BACKGROUND/REASONS FOR RECOMMENDATIONS
Contract planning services are used for specialized projects such as
developing and monitoring the Alcoholic Beverage Sales Ordinance,
preparation of modified or new land use policies or ordinance text, or
review of hillside development projects, or for other more complex land
use projects. It is not possible to utilize permanent staff for these types of
projects due to the existing workloads of 35-40 applications per planner.
The Community Development Department conducted a Request for
Proposal (RFP) process this year for the specialized planning services.
These contractors were selected as a result of this RFP process.
