BARRY, AICP County COMMUNITY DEVELOPMENT DIRECTOR DATE: June 12, 2007 SUBJECT: CONTRACTS FOR CURRENT PLANNING ASSISTANCE SERVICES (Contracts #C47596 and C46223) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Community Development Director, or his designee, to execute contracts with the following individuals or entities for specialized land use planning services: 1 . Michael Henn (C47596), in the amount not to exceed $98,000, for the period from July 1 , 2007 to June 30, 2009; and 2. Darwin Myers Associates (C46223), in the amount not to exceed $60,000,for the period from July 1 , 2007 to June 30, 2008. FISCAL IMPACT None to the General Fund. The cost is covered by revenue received from land development application fees paid by developers and applicants. O4!!:� , EPUTY Board Order June 12, 2007 C' 99 Page 2 - BACKGROUND/REASONS FOR RECOMMENDATIONS Contract planning services are used for specialized projects such as developing and monitoring the Alcoholic Beverage Sales Ordinance, preparation of modified or new land use policies or ordinance text, or review of hillside development projects, or for other more complex land use projects. It is not possible to utilize permanent staff for these types of projects due to the existing workloads of 35-40 applications per planner. The Community Development Department conducted a Request for Proposal (RFP) process this year for the specialized planning services. These contractors were selected as a result of this RFP process.
