SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on behalf of the
County, Contract #74-261-3 with Family Stress Center, a non-profit corporation, in an amount not to exceed
$150,000, to provide Alcohol and Drug Abuse Treatment Services, for the period from July 1, 2007 through June
30,2008.
FISCAL IMPACT:
This Contract is funded 100%by State Proposition 10 (First 5 Contra Costa).

CHILDREN'S IMPACT STATEMENT: j
This First 5 Contra Costa program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School" and "Families that are Safe, Stable, and Nurturing". Expected
outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and
other drugs; increased use of community-based resources; and increased school and community support for
youth and parents in recovery.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides screening and early intervention
mental health services to at-risk and special needs children of women who are in the Child Welfare System, and
who are receiving substance abuse treatment services in West County.
On August 1, 2006, the Board of Supervisors approved Contract #74-261-2 with Family Stress Center, for the
period from July 1, 2006 through June 30, 2007, for the provision of Alcohol and Drug abuse Treatment
Services, including Early Intervention Mental Health services to children of pregnant and parenting women
involved in the Child Welfare System. I

Approval of Contract#74-261-3 will allow the Contractor to continue providing services through June 30,2008.
