DATE: June 26, 2007 couK SUBJECT: Language Line Services, Inc., for Telephone-based Interpretation and Documentation Translation SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Language Line Service, Inc., in the amount of$200,000 for telephone-based interpretation and documentation translation services for the term of July 1, 2007 through March 31, 2008. (#21-800-11) FISCAL IMPACT: $200,000 Administrative Overhead Costs, 20% County, 40% State, 40% Federal CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children's Report Card: 1)"Children Ready for and Succeeding in School"; 2)"Children and Youth Healthy and Preparing for Productive Adulthood";3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families," by providing translation services to assist the multi-lingual population. ABSENT: ABSTAIN: ATTESTED _j_J },t ( Z JOHN CULLEN,CLERK OP THE BOARO OF SUPERVISORS AND COUNTY ADMINISTRATOR Contact: MICHAEL ROETZER 3-1582 WENDY THERRIAN,EHSD EHSD CONTRACTS UNIT(EB) COUNTY ADMINISTRATOR AUDITOR-CONTROLLER BY: QDEPUTY CONTRACTOR �(Contract with Language Line Services, Inc., for Telephone-based Interpretation and Documentation Translation continued) BACKGROUND: Language Line Services, Inc., provides telephone-based language interpreter services in multiple languages such as Spanish, Chinese (Mandarin & Cantonese), French, Japanese, Russian, Korean, Vietnamese, Armenian, Cambodian, Haitian Creole, Tagalog, Farsi, Thai, Croatian, and other languages. Services include a one-touch access dual handset phone for three-way interpreter call that is now being used in six different County offices. Language Line Services, Inc., provides document translation services, a much needed service to multi-lingual clients. Continuation of the contract with Language Line Service, Inc., will allow EHSD to pursue the open bid process while continuing to deliver high quality services to limited English proficient clients requiring telephone-based multi-lingual interpreter services.
