SUBJECT: Contract with YMCA of the East Bay for Child Welfare Redesign Differential Response
Program Path 1 Case Management Services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute a contract
with YMCA of the East Bay in an amount not to exceed $65,000 to provide Child Welfare Redesign
Differential Response Program Path Kase Management Services for the period July 1, 2007, through June 30,
2008.
FISCAL IMPACT:
$65,000: No County Costs. 100% State Child Welfare Redesign Differential Response Program Grant funds.
CHILDREN'S IMPACT STATEMENT:
This contract supports the fourth community outcome: "Families that are Safe, Stable and Nurturing". This
contract provides interventions for families at-risk of becoming involved with the Child Welfare System.
BACKGROUND:
The Employment and Human Services Department, Children and Family Services (CFS) Bureau has
implemented Child Welfare Redesign to enhance service delivery and improve outcomes for children and
families. The redesign plan includes providing early intervention services, developing community partnerships,
and increasing the number of foster families. YMCA of the East Bay services include a/community

BACKGROUND (Con't): Contract with YMCA of the East Bay
based case manager who receives referrals from the Children and Family Services Bureau and provides case
management services in those areas of West County that historically have high numbers of child abuse referrals
(94801, 94804, 94806) helping them secure needed services, improve family functioning, enhance child well-
being, and prevent further need for interaction with CFS. (#19-189-1)
